About the Role
Assist department head in managing all regulatory requirements and changes related to Pension and Corporate Solutions businesses of the Company (“CS business”). To ensure the effective development, implementation, monitoring and compliance of related regulations from local regulator or relevant standards & policies from Group Office. Able to work independently to lead regulatory engagement, drives implementation of regulatory changes, and provides strategic compliance advice to senior management.Work closely with relevant parties to ensure compliance of all activities and matters arising from Macau CS businesses and operations as to manage risk effective and at the same time to deliver practical solutions for management’s consideration.
This role contributes to the delivery of customer outcomes that are reliable, thoughtful, and create meaningful impact for customers and society. The role holder is expected to embed a customer first mindset in all decisions and actions by developing a clear understanding of customer needs, taking end to end ownership to resolve issues, and working collaboratively across teams to continuously enhance the customer journey—both directly and indirectly.
Roles and Responsibilities:
1. Oversight on BAU & operational functionality (40%)
- Review and comment on statutory documents, such as Participating Agreement of pension plans, Custodian Agreement, Management Regulations of pension funds, etc.;
- Review and comment on marketing campaign, internal & external communication material, customer facing & sales materials such as public advertisement, promotional campaign, agency communication memo, client notification letter, publication of fund factsheets, etc.;
- Provide compliance commentary and clearance for statutory submissions to regulator(s);
- Provide compliance advice and commentary on risk assessment of new business initiatives such as system migration, wellness programs, etc.;
- Provide compliance advice and commentary on pension fund-related matters such as investment asset composition, fee structures, custodian due diligence, etc.;
- Provide compliance oversight and monitoring on pricing error, pension-related incidents and court enquiries;
- Participate and provide regulatory update to Macau Pension Fund Asset Allocation Workgroup;
- Perform compliance assurance or facilitate internal & external consultant to perform review on pension-related guidelines to fulfil regulatory requirement;
- Annual review on the pension compliance certificate to facilitate sign-off by Macau CEO;
- Liaise with HK Legal team on pension-related litigations.

2. Oversight on regulatory matters or liaison with local regulator (40%)
- Review and oversight on the regulatory filing for pension customers’ data processing to ensure compliance with the Macau Personal Data Protection Act;
- Handle regulatory submission and liaison with AMCM for regulatory applications & approvals, statutory filing, consultation feedbacks, etc.;
- Conduct review, provide advice and comments for regulatory consultations; guide and monitor L1 to drive consultation review or implementation of new or revised regulatory development;
- Collaborate with L1 to ensure compliance on the submission of the annual audited financial statement for submission to AMCM and publish on corporate website;
- Regulatory reporting on any pension related incident, e.g. pricing error, and perform on-going monitoring and oversight of remediations.
3. Other Responsibilities (20%)
- Handle ad hoc projects or assignments as required;
- Perform other responsibilities and duties as assigned by supervisor and/or Risk & Compliance management in order to meet operational and/or other requirements.
- Provide coaching and technical guidance to junior compliance staff and serve as a subject matter expert on regulatory compliance matters.
- Lead or participate in cross-functional projects involving regulatory change, governance enhancement and risk management initiatives.
Minimum Job Requirements:
- Bachelor degree holder or above, in relevant field (e.g. Risk Management, Accounting, Audit, Insurance or Law) with at least 10 years solid work experience in the financial industry handling compliance, governance and controls, and at least 7- 8 years in a supervisory level. Prior experience in Compliance of financial institution is highly regarded;
- In-depth understanding of the pension business preferred, or financial services/banking sector;
- Excellent command of English & Chinese, both written and oral;
- Independent and able to work under pressure;
- Must be organized, detail-oriented and analytical;
- Must possess strong customer-centric mindset, strong business acumen, effective change management, problem solving and decision-making skills;
- With high-level of integrity, willing to take ownership and accountability of results.
