Reporting: The Emergency Management Coordinator reports directly to the Nueces County Judge, who serves as the Director of Emergency Management for Nueces County. The EMC serves as the County Judge's principal advisor on emergency management, disaster preparedness, response, recovery, and homeland security initiatives.

SUMMARY: Under the direction of the Nueces County Judge, the Emergency Management Coordinator (EMC) leads the planning, coordination, and administration of the Nueces County Emergency Management Program and oversees the daily operations of the Office of Emergency Management. The EMC provides leadership for the five mission areas of emergency management, including preparedness, mitigation, response, and recovery. The EMC develops and maintains emergency plans, policies, and procedures; coordinates training and exercises; builds partnerships with local, state, federal, private-sector, and nonprofit organizations; maintains emergency equipment and notification systems; ensures the County's Emergency Operations Center (EOC) remains mission ready; manages EOC operations during emergencies; and advises, coordinates with, and supports the County Judge in executing his/her responsibilities as the County's Director of Emergency Management. The EMC coordinates emergency response and resources, provides operational guidance, supports public information efforts, and facilitates mutual aid and state assistance.  This position requires sound judgment, independent decision-making, and the ability to lead complex emergency operations.

ESSENTIAL DUTIES and RESPONSIBILITIES

  • Advise the County Judge and Commissioners Court on emergency management matters, providing regular updates on county preparedness, risks, operational needs, and recommended protective actions.

  • Plan, manage, and administer the County's comprehensive emergency management program, including preparedness, mitigation, response, recovery, and homeland security initiatives.

  • Develop, maintain, and update the County's Multijurisdictional Emergency Management Plan, Hazard Mitigation Action Plan (HMAP), Emergency Support Functions (ESFs), annexes, policies, procedures, and related documentation to ensure compliance with state and federal requirements.

  • Coordinate emergency management planning, mitigation, preparedness, and response activities with municipalities, school districts, healthcare organizations, special districts, private industry, nonprofit and faith-based organizations, and local, regional, state, and federal partners.

  • Develop, train, manage, and maintain the Emergency Operations Center (EOC), alternate EOC, Command and General Staff, and direct EOC activations, county emergency operations, resource management, and interagency disaster response.

  • Serve as the County's primary liaison with the Texas Division of Emergency Management (TDEM), Federal Emergency Management Agency (FEMA), Coastal Bend Council of Governments (CBCOG), and other emergency management partners while coordinating mutual aid agreements and regional resource management.

  • Establish and maintain emergency notification and public warning systems, including Regional Reverse Alert, IPAWS, social media, and other communication platforms to ensure timely and accurate public notifications.

  • Plan, conduct, and evaluate emergency exercises, drills, tabletop exercises, and emergency preparedness training for County employees, EOC personnel, and stakeholders, implementing corrective actions and updating plans as needed.

  • Lead community preparedness, public education, and outreach initiatives, including presentations, stakeholder engagement, and coordination of events such as the Coastal Bend Hurricane Conference.

  • Maintain operational readiness of emergency facilities, communications systems, equipment, supplies, radios, satellite communications, emergency response assets, and resource inventories.

  • Administer the County's Tiered Disaster Re-Entry Program, maintain the Countywide Re-Entry Plan, and conduct stakeholder outreach to support implementation.

  • Monitor weather, hazard, and intelligence information, analyze potential impacts, and provide timely recommendations to County leadership and participating jurisdictions.

  • Respond to emergencies on a 24-hour basis, including hazardous materials incidents, severe weather, bomb threats, and other natural or human-caused disasters, working extended hours, nights, weekends, and holidays as required.

  • Coordinate post-disaster damage assessments, recovery operations, FEMA and TDEM reimbursement activities, after-action reviews, improvement plans, and disaster recovery efforts with County departments and contracted recovery partners.

  • Maintain partnerships with voluntary, faith-based, and community organizations, including the Coastal Bend Disaster Recovery Group, Coastal Bend VOAD, and TDEM and FEMA Voluntary Agency Liaisons, to address unmet disaster recovery needs.

  • Prepare and manage the Office of Emergency Management budget, monitor expenditures, coordinate grant management and reporting with the County Grants Department, and prepare agenda items and presentations for Commissioners Court.

  • Maintain compliance with the Texas Emergency Management Act, Texas Administrative Code, FEMA guidance, National Incident Management System (NIMS), records retention requirements, and all applicable laws and regulations.

  • Maintain the State of Texas Emergency Assistance Registry (STEAR) for the County's Multijurisdictional Emergency Management Plan and coordinate emergency support for vulnerable populations with County departments and partner agencies.

  • Represent Nueces County on local, regional, and state emergency management committees and organizations, including the Corpus Christi-Nueces County LEPC, CBCOG Homeland Security Advisory Committee, Coastal Bend Emergency Management Association (CBEMA), ISD Safety & Security Committees, and other partner organizations.

  • Demonstrate sound judgment, decisive leadership, and effective communication while analyzing complex situations and making critical decisions under rapidly changing conditions.

  • Maintain regular, reliable, in-person attendance during normal business hours and perform additional duties as assigned by the County Judge or the County Judge's designee.

SUPERVISORY RESPONSIBILITIES

May supervise other employees. Carries out supervisory responsibilities in accordance with Nueces County policies and applicable laws. Responsibilities include training employees, planning work, addressing complaints and resolving issues.

  • Knowledge of applicable rules, regulations, ordinances, and codes pertaining to emergency management activities.

  • Knowledge of emergency/disaster planning principles and practices.

  • Knowledge and ability to effectively utilize technology-based decision support tools during emergencies such as WebEOC, IAP Builder, ArcGIS, HURREVAC, etc., is required.

  • Skilled in managing and coordinating disaster recovery operations.

  • Ability to work multiple shifts and a wide range of tasks.

  • Experience presenting training to adult groups in structured learning situations.​

MINIMUM QUALIFICATIONS

  • High school diploma or GED required. An associate or bachelor’s degree in emergency management, Homeland Security, Public Administration, Fire Science, Criminal Justice, or a closely related field is preferred.

  • Preferred: Eight (8) years of progressively responsible experience in emergency management, including disaster response. An equivalent combination of education, training, certifications, and directly related experience may be substituted for the required experience on a year-for-year basis, as determined by the County Judge.

  • Preferred: Three (3) years of supervisory experience.

  • Current FEMA/NIMS certifications including IS-100, IS-200, IS-700, IS-800, and ICS-300 at the time of hire. Employees who do not possess ICS-400 at the time of hire must obtain the certification within six (6) months of employment.

  • Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) through the International Association of Emergency Managers (IAEM) or Certified Texas Emergency Managers (TEM) through the Emergency Management Association of Texas (EMAT) credentials within two (2) years of employment.

  • Must possess a valid Texas Class C Driver License (or obtain one within the timeframe required by Texas law).

PREFERRED QUALIFICATIONS

  • Experience coordinating Emergency Operations Center (EOC) activations and disaster response.

  • Experience using WebEOC, Everbridge, HURREVAC, and IPAWS

  • Experience administering FEMA Public Assistance, Hazard Mitigation, Homeland Security, or other disaster grant programs.

  • Experience developing emergency plans, conducting exercises, tabletops and delivering emergency management training.

  • Supervisory or management experience in a governmental emergency management or public safety organization.

  • Incident Command System Curricula state-authorized trainer (G-449) or other related adult instruction in public safety related field.

The position requires the ability to frequently lift or move up to 10 pounds and occasionally lift or move up to 25 pounds.

Required visual abilities include close and distance vision, color recognition, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT: Work is performed in both office and field environments and may involve exposure to extreme weather conditions, hazardous situations, and disaster operations. The position requires the ability to work extended and irregular hours, including nights, weekends, holidays, and prolonged shifts during emergency activations.

Duties may require travel throughout the County and surrounding jurisdictions and operations from the Emergency Operations Center (EOC), alternate EOC, field command posts, shelters, and disaster sites. The employee must be able to function effectively in high-stress environments requiring rapid decision-making and sustained focus.

The Emergency Management Coordinator is designated as an essential employee and must be available to respond before, during, and after emergencies and disasters as directed by the County Judge.
