Job Description:

Facility Service Specialist

Purpose:

This position is responsible for providing maintenance and repairs to assigned buildings, including coordination of internal maintenance personnel or contractor vendors.

Duties, Functions and Responsibilities:

  • Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Plans and performs basic building repairs and participates in construction/installation activities on assigned projects.

  • Conducts site inspections and reports on maintenance needs and safety violations.

  • Coordinates with contractors, vendors, and other divisions providing maintenance, repairs, and moves to assigned buildings.

  • Calculates figures and compiles data and information for reports, cost estimates, etc.

  • Prepares and maintains project status reports.

  • Monitors lease agreements, maintenance contracts, equipment installation contracts, and construction contracts.

  • Researches information as requested or needed.

  • Answers questions from internal and external customers.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Knowledge of facility maintenance.

  • Knowledge of Federal, State, and Local laws.

  • Knowledge of City practices, policies, and procedures.

  • Knowledge of safety practices and procedures.

  • Knowledge of fiscal planning and budget preparation.

  • Knowledge of general maintenance practices.

  • Knowledge of monitoring contracts and/or vendors.

  • Skill in oral and written communication.

  • Skill in handling multiple tasks and prioritizing.

  • Skill in planning and organizing.

  • Ability to coordinate contract work crews providing maintenance and repairs to a variety of building sites.

  • Ability to work with frequent interruptions and changes in priorities.

  • Ability to establish and maintain good working relationships with other City employees and the public.

Minimum Qualifications:

  • Graduation from an accredited high school or equivalent, plus four (4) years of relevant work experience.

  • Experience may substitute for education up to the maximum of four (4) years.

Licenses and Certifications Required:

  • Class C Driver License.

  • If required by position: Valid Commercial Driver License (CDL). Specific endorsements may be required within 120 days of hire.

Physical Requirements:

  • Ability to bend, lift, walk, carry, or use a force equal to lifting to fifty (50) pounds.

Preferred Experience:

  • Strong technical background in commercial or industrial HVAC systems, with hands-on experience in troubleshooting, maintaining, and performing preventive maintenance.

  •  Familiarity with Building Automation Systems (BAS) or Energy Management Systems (EMS).

  •  Working knowledge of commercial chilled water systems, air handling units (AHUs), variable air volume (VAV) boxes, and economizer controls.

  •  Valid EPA Universal Certification

  • Ability to travel and work independently in remote areas with minimum oversight.

  • Ability to travel to multiple sites and work locations, including remote locations accessible only on foot.

  • Developing and monitoring various contracts related to facility maintenance, including maintenance contracts, equipment installation contracts, and construction contracts.


 

Notes to Candidate:

This position requires individuals to work in all weather conditions, performing maintenance and repairs in a rural environment and at other Austin Water facilities, with minimal supervision. Responsibilities include general and preventive maintenance of components such as HVAC, plumbing, electrical systems, septic systems, and water well systems. Additionally, proficiency in maintaining high game fences (chain-link) is required. The role also involves monitoring multiple contracts and contractors when the workload exceeds the position's scope.

Essential Employee:

This position has been designated as essential for the City of Austin. Essential positions are responsible for maintaining emergency services or providing public health, safety, utility services, and the welfare of the community. In the event of a designated emergency, employees in this role will be called back or retained to assist with operations and recovery efforts.

Pay rate:

$31.39 - $39.24 per hour

Position will be filled at the following location:

Waller Creek Center (625 E. 10th Street, Austin, Texas 78748)

Days and Hours:

Monday Through Friday, 7:00 AM - 3:30 PM

  • We will require verification of your education (which may include high school graduation or GED, undergraduate and/or graduate degrees). You must provide proof of education from an accredited institution or organization.

  • If you are in the military or a veteran, you must provide a copy of your DD-214 before confirming a start date.

  • Austin Water will review all secondary employment.

Driving Requirement:

This position requires a valid Texas Class C Driver's License or the ability to obtain one by your hire date. External new hires must meet the City of Austin’s Driver Record Evaluation (DRE) requirements. To be eligible for a driving position, applicants must not have more than three moving violations or a total of six Driving Record Evaluation (DRE) points within the past thirty-six (36) months.
