Description of Work
The Human Resources Manager at Iverson Riddle Developmental Center (IRDC) provides strategic and operational HR leadership across core human resource functions, including employee relations, talent acquisition, organizational development, and policy compliance. This position ensures the effective delivery of HR programs and services that support the facility’s goals while maintaining alignment with statewide policies and agency priorities. The role involves supervising a team of HR professionals and collaborating with internal partners to ensure consistent, high-quality HR support throughout the organization.Knowledge Skills and Abilities/Management Preferences

Demonstrated experience implementing HR process improvements and organizational development initiatives
Proven experience in evaluating and using HR performance metrics to inform strategy and service delivery
Documented experience with employee relations, investigations, and conflict resolution in a regulatory environment
Experience managing a core HR function or leading cross-functional HR initiatives in a complex organization
Documented experience advising senior leaders on organizational structure, organizational strategy, or workforce planning decisions
The DHHS Division of Human Resources is responsible for strategic and tactical human capital management within DHHS, including compliance with all federal and state rules and regulations affecting employee relations, recruitment/selection, job evaluation, salary administration, benefits, workers' compensation, safety, and core staff development.
The J. Iverson Riddle Developmental Center (JIRDC) is a state-operated Intermediate Care Facility (ICF) in Morganton, North Carolina, serving individuals with intellectual and developmental disabilities from 37 counties in the western region of the state. Veterans’ and National Guard Preference

Minimum Education and Experience

Bachelor’s degree, typically in Human Resources or a related field from an appropriately accredited institution, and at least 5 years of experience in human resources, including 2 years of experience in an HR leadership position
