Overview
The Inspector III - Transportation Construction performs skilled professional inspections for construction projects impacting the public works utilities and related infrastructure. Monitors compliance, enforces regulations, and provides leadership for other inspectors.
Essential Functions
1 Conducts inspections in an assigned public works construction projects to determine compliance with safety, structural, zoning, plans, and/or applicable codes and ordinances; investigates alleged violations of federal, state, and local codes, ordinances, and regulations; ensures corrections are made for deficiencies and assists in determining methods to achieve conformance.
2 Develops and issues notices of violation and conducts follow-up inspections to ensure corrections are made; provides information to customers regarding codes and other regulatory requirements.
3 Inspects a variety of construction projects completed by contractors and other entities to ensure
compliance with city's paving, utility, and construction standards.
4 Monitors and oversees the work of other inspectors and solves more challenging inspection related problems; interacts and collaborates with engineers, contractors, and other agencies to ensure appropriate specifications are met for project compliance.
5 Establishes inspection route and organizes inspection work; drives to various sites, documents inspection findings, and develops pass or fail reports accordingly; submits all information and evidence to ensure deficiencies are corrected.
6 Keeps an approved list of new materials used in construction and changes in relevant codes and ordinances; measures, monitors, and tracks quantities of materials and services used during construction and maintains an accurate record of events to verify contractor's invoice quantities prior to payment.
7 Performs professional customer service; engages and communicates with contractors, engineers, and other individuals involved in construction projects and related areas; provides direction and leadership for other inspectors.
8 Performs all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of city, state, or federal codes, ordinances, rules, regulations and standards in construction and related projects.
2 Ability to read and interpret construction plans and specifications.
3 Knowledge of performing inspections and determining non-compliant issues.
4 Establishing and maintaining effective relationships.
5 Ability to communicate effectively both orally and in writing.
6 Ability to produce written documents/reports with clearly organized thoughts.
7 Ability to keep accurate records; comprehend and make inferences from written material.
8 Knowledge of customer service practices and principles.
9 Ability to assist and provide guidance for other personnel performing inspections and related work.
MINIMUM QUALIFICATIONS:
EDUCATION
- High school diploma or GED equivalent.
EXPERIENCE
- Four (4) years of experience inspecting the design/construction/maintenance of streets, storm drainage systems, water/sewer mains, water/wastewater facilities and/or bridge improvements projects.
EQUIVALENCIES
- Associate degree (or higher) in a construction Management or Engineering field plus two (2) years of the required experience will meet the education and experience requirements.
LICENSES AND CERTIFICATIONS
- Valid driver’s license and good driving record.
OTHER REQUIREMENTS
- Subject to fieldwork conditions.
