To drive strategic enhancement of grants effectiveness and stakeholder engagement through data-driven insights, partnership development, and collaborative governance as business partners to ensure optimal impact delivery and continuous improvement across the grants management ecosystem.

[What you will be working on]

The Manager/Senior Manager, Grants Management will be responsible for driving grants impact and management, ensuring effective and compliant disbursement of funds to social service agencies. This role plays a critical part in strengthening the capabilities and services of the social service sector in Singapore.

Key Accountabilities

Grant Performance Analytics and Intelligence

  • Pilot and implement grant trend reporting dashboards
  • Enhance decision-making dashboards for management
  • Utilise data and AI to shape funding priorities
  • Conduct comprehensive grant reviews and designs

Stakeholder Engagement and Partnership Development

  • Engage grantees on service user journey mapping
  • Enhance partnerships with users and agencies
  • Lead collaborative grant management with partners e.g., through agile squads
  • Address user experience pain points through agency engagements

Grantee Enablement and Capacity Building

  • Develop and deliver grantee toolkits and training programmes
  • Provide advisory services to grantees
  • Form cross-agency teams and communities of practice for best practice sharing

Communications and Knowledge Management

  • Strengthen communication channels including chatbot and KM systems
  • Enhance internal and external communications
  • Develop grant-related communications (newsletters, funding briefings)
  • Manage knowledge repositories and best practice documentation

Cross-cutting Advisory and Governance

  • Incorporate best practices across grants through Whole-of-Government steering committees
  • Develop and implement competency frameworks
  • Serve as point of contact for grants requiring governance or operational excellence
  • Support decision-making processes with data-driven insights

Oversee grant administration of schemes

  • Review grant claims to ensure completeness, accuracy and compliance
  • Assess exceptions and escalate material issues for timely resolution.
  • Monitor budgets, reconciliation and reporting to funders to ensure transparency and accountability
