[What the role is]

You will be part of the Strategic Engagement and Communications team in the Enterprise Experience Division (EED) responsible for managing and driving stakeholder engagement and strategic communications for the Enterprise Group.

The role looks at developing targeted, impactful communications and engagement strategies that deliver key messages at the right time, to the right enterprise segments, and through the right channels – with the aim of generating stronger employer awareness and adoption of skills and workforce development. The work entails leveraging enterprise data insights and market intelligence in the creation of effective engagement messages and resources.

This is a dynamic role for someone comfortable working with people, data, ideas, strategies, and events - and who wants to be at the forefront in shaping the employer conversation on workforce transformation.

[What you will be working on]

The key job role responsibilities cover the following areas: 

Employer Outreach and Programme Awareness 

  • Develop and implement comprehensive marketing and communications strategies encompassing mass employer outreach and targeted employer campaigns

  • Design an engagement architecture focused on business needs, ensuring employers receive timely, relevant, and actionable communications that speak to their specific circumstances and nudge them into action

  • Develop and manage content assets such as eDMs, enterprise profile bank, and curated programme bundles that equip the Enterprise Group to proliferate SWDA's messages within their own networks and conversations with employers.

Strategic Communications 

  • Drive the development of strategic communications plans that build awareness of and interest in SWDA's enterprise programmes and initiatives among employers.

  • Ensure consistency and clarity of messaging across all engagement channels and touchpoints.

  • Identify opportunities to sharpen SWDA's communications to employers, based on employer feedback and data intelligence.

Organisational Presence and Partnership Development 

  • Engage and harness SWDA's network of business partners, Trade Associations and Chambers (TACs), and key industry stakeholders as key intermediaries to effectively extend SWDA's outreach and influence among the broader enterprise community.

  • Represent SWDA at major industry events, forums, and engagement platforms to strengthen organisational visibility and credibility.

  • Organise flagship enterprise events (e.g. Annual Human Capital Conference) and award ceremonies (e.g. Workforce Transformation Award, SkillsFuture Employer Awards) as major engagement platforms for strategic network-building and mindshare.

Market Intelligence and Analytics 

  • Draw insights from multiple data sources to build a comprehensive understanding of employer segmentation and employer needs, including identifying priority employer segments and developing effective engagement strategies for them.

  • Leverage SWDA’s Enterprise360 and Customer Data Platform to develop curated and personalised in-house content (e.g. targeted eDMs)

  • Measure and evaluate campaign performance across engagement channels, and identify improvements based on data-driven findings.

Operations 

  • Maintain an effective feedback loop with key stakeholders within Enterprise Group, ensuring timely reporting and data sharing to support programme and strategy development.

  • Coordinate and manage the use of existing Customer Relationship Management systems and analytics platforms as part of engagement processes. 

Competency: Operational Excellence; Project Management

[What we are looking for]

  • 3 to 5 years of experience in strategic communications, stakeholder engagement, marketing, research and analytics, or a similar role, preferably within a workforce development, public sector, or related context. Those with no prior experience but who possess relevant competencies are welcome to apply.

  • Able to develop and implement strategic communications and engagement plans aligned with organisational goals.

  • Strong understanding of marketing strategies and employer engagement, with experience developing content assets and managing multi-channel campaigns.

  • Familiarity with research methodologies including survey design, focus group facilitation, and qualitative analysis.

  • Knowledge of marketing analytics and digital marketing tools and platforms, with an ability to translate data into actionable insights.

  • Understanding of AI and machine learning concepts for marketing applications, including foundational knowledge of Natural Language Processing and text analysis techniques.

  • Strong interpersonal and communication skills, with a proven track record of building and maintaining relationships with a diverse range of stakeholders and presenting insights to both technical and non-technical audiences.

  • Experience in programme or project management, with strong problem-solving skills and the ability to manage concurrent assignments and deliver high-quality work within tight deadlines.

  • Ability to work independently and collaboratively in a fast-paced, dynamic environment.

  • Curiosity and willingness to learn about evolving marketing technologies and workforce trends.

  • A proactive, innovative thinker who is passionate about making a meaningful difference in workforce transformation and skills development in Singapore

Successful candidates will be offered a contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
