Reporting To: MEAL Manager Job Purpose: The Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator plays a key role in supporting the development, implementation, and continuous improvement of comprehensive MEAL systems across MA’AN Development Center’s projects. Reporting to the MEAL Manager, this position ensures that projects are implemented in alignment with approved plans, meet organizational and donor requirements, and maximize positive outcomes for beneficiaries. The MEAL Coordinator contributes to the development and execution of MEAL plans, the design of data collection tools, and the establishment of beneficiary selection criteria. Through systematic data analysis, the role generates actionable insights to inform program adjustments and strategic decision-making. Additionally, the MEAL Coordinator is responsible for producing timely and accurate reports on project progress. Roles and Responsibilities: MEAL System Development and Implementation: · Contribute to the development and refinement of project-specific MEAL plans, ensuring alignment with organizational and donor requirements. · Contribute to the development of project baselines, needs assessments, and internal evaluations by designing and adapting data collection tools (e.g., surveys, questionnaires, checklists) and managing the collection, analysis, and reporting of relevant quantitative and qualitative data. · Conduct regular field monitoring visits and meetings to monitor project activities and progress. · Undertake Data Quality Assurance (DQA) exercises and apply Quality Benchmarks to ensure the reliability and validity of collected data. · Coordinate and oversee data collection activities, ensuring strong quality assurance practices are in place to maintain data accuracy, integrity, and reliability. · Establish and maintain comprehensive project databases, ensuring accurate, timely data entry and secure storage. · Develop and monitor the application of beneficiary selection criteria in close collaboration with program teams. Data Analysis and Reporting: · Conduct in-depth data analysis using appropriate statistical and qualitative methodologies to derive actionable insights and evidence-based conclusions. · Prepare timely, accurate, and high-quality reports in English on project progress, indicator performance, and outcomes, including regular progress updates, PDMs, and donor-specific submissions. · Develop and implement a transparent scoring system for beneficiary selection in coordination with program staff. · Create clear and compelling data visualizations, including charts, graphs, and dashboards, to effectively communicate findings to diverse stakeholders. Accountability and Learning: · Document and disseminate key lessons learned and best practices from project implementation to foster organizational knowledge sharing · Support the planning and execution of learning events and workshops to facilitate continuous improvement and knowledge exchange. · Support the consistent and systematic integration of MEAL findings into project design and implementation, identifying gaps and facilitating solutions to enhance quality. · Monitor the implementation status of project activities based on review recommendations. · In coordination with program teams, contribute to learning opportunities and data reflection events that promote project adaptation and responsiveness. Additional Duties: · Perform other relevant duties as assigned by the MEAL Manager. Requirements Knowledge, skills and qualifications required: Essential: Qualification/Education: Bachelor degree in Business Administration, Management Information System, statistics, Engineering, or a related field. Experience: · Minimum of three years of experience in Monitoring and Evaluation within the development and/or humanitarian sector. · Proven knowledge and practical experience in project management, adherence to humanitarian standards, protection and safeguarding practices, and inclusion. · Demonstrated proficiency in both quantitative and qualitative research methods and data analysis. · Demonstrated proficiency in both quantitative and qualitative research methodologies and data analysis. · Hands-on experience in developing data collection tools using digital platforms such as Google Forms, Kobo Collect, and Kobo Toolbox. · Proven experience in data extraction, cleaning, and manipulation using advanced Excel functions and/or other data analysis software. · Proficiency in Power BI for data visualization and dashboard development. · Advanced proficiency in Microsoft Office applications, particularly Microsoft Excel. · Strong experience in preparing high-quality reports in both English and Arabic. · Strong analytical skills with the ability to interpret data and produce comprehensive analytical reports. · Fluency in English and Arabic, both written and spoken.
