This is a Category 18 Permanent Exempt position, special project-based position limited to no more than 3 years in duration. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.
The San Francisco Public Library (SFPL) connects our diverse communities to learning, opportunities, and each other. The library system includes the architecturally significant Main Library, an anchor institution in the city's Civic Center, 27 neighborhood branch libraries that serve all neighborhoods throughout the city, two administrative buildings and four bookmobiles. SFPL seeks a Chief Innovation and Information Officer (CIIO), a visionary and mission-driven technology executive ready to shape the future of digital public services in libraries. This role is ideal for tech leaders who want to build systems that serve equity, access, and impact at scale. Technology is core to SFPL’s operations, equity agenda, and patron experience; this role leads the digital backbone of San Francisco’s library system.
The CIIO is the Library's highest IT leadership role, with full ownership of the enterprise-wide IT strategy and its integration with the Library's broader mission and business strategy. As a core member of the executive leadership team, the CIIO balances technology and business leadership, ensuring IT capabilities drive meaningful outcomes for patrons, staff, and the communities we serve. The CIIO brings both current knowledge and future vision to shape service delivery, operational performance, and the Library's long-term digital direction. The CIIO establishes enterprise technology standards, governance, and prioritization processes and provides executive oversight for major technology decisions across the Library. This role reports directly to the Chief Operating Officer and serves on the Library’s Management Team, including regular engagement with the City Librarian, Library Commission, and other key City stakeholders such as the Department of Technology (DT) and the Committee on Information Technology (COIT).

Strategic Leadership at the Executive Level
The CIIO role has evolved beyond technology management. Today's CIIO drives enterprise outcomes as a strategic executive partner. The most impactful persona is the Business Digitalization Leader: a CIIO who leads digital initiatives, shapes strategy at the executive level, and champions innovation grounded in mission and business need. At the San Francisco Public Library, this means delivering seamless, equitable experiences for patrons and empowering staff with the tools and capabilities to serve their communities with excellence.
Core Responsibilities
Visionary Leadership: Develop and implement a forward-thinking IT strategy that aligns with the library's mission and goals.
Solution-Focused Orientation: Identify and implement technology solutions that address the needs of our patrons and staff, ensuring seamless and efficient library services.
Collaborative Approach: Work closely with library staff, City stakeholders, and the community to understand and address IT service needs, fostering a culture of collaboration and continuous improvement.
Technical Expertise: Oversee the operational staff responsible for managing and maintaining IT infrastructure, ensuring compliance with industry standards and best practices.
Compliance and Security: Ensure the library system's IT operations comply with relevant regulations and security protocols, safeguarding patron data and information systems.
Minimum Qualifications:
Education: Possession of a baccalaureate degree from an accredited college or university AND
Experience: Six years or more years of verifiable experience in digital transformation or Information Technology, of which three years MUST include supervising IT professionals.
Education Substitution: Additional years of supervisory experience in Information Technology may be substituted for the required degree on a year-for- year basis.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

They will have financial acumen to manage IT budgets and optimize costs effectively. Lastly, will have the ability to define and meet performance metrics that reflect the organization's mission and strategic priorities.

Selection Procedure: The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.
