Program Manager, Strategic Accounts (Public Sector – Disaster Recovery, HUD & CDBG Programs)

If you've spent years standing up disaster recovery programs, managing CDBG, ESG, HOME, or HOPWA compliance for a state or local grantee, or advising Housing Authorities through a consulting engagement, we'd love to talk to you!

We build the software that state and local governments, Housing Authorities, and community development agencies rely on to manage disaster recovery, housing, and economic development programs — the same programs you've been the trusted advisor on from the outside. As an Account Manager on our Strategic Accounts team, you'll step into a long-term, in-house version of the client-facing work you already do best: no more being staffed off a project just as you've become the expert, no more proposal cycles, no more tracking utilization targets. Instead, you'll own a portfolio of enterprise public sector clients, shape how our platform evolves to meet their real-world compliance and reporting needs, and see your recommendations show up in the product roadmap.

What You Will Be Doing

  • Serve as the go-to expert on Neighborly Software's solutions for state and local government client stakeholders, sustained over the full life of the account.

  • Evaluate clients' current workflows and tailor our platform to meet their unique needs, ensuring seamless adoption and impactful outcomes.

  • Proactively nurture client relationships, driving engagement, retention, and expansion across your account portfolio.

  • Advise clients on the latest HUD industry standards and best practices, educating them on software features that improve efficiency and compliance.

  • Act as the bridge between clients and internal teams, coordinating with Product and Engineering to translate evolving client and regulatory requirements into platform improvements.

  • Develop performance objectives and milestones that support each account's long-term success

  • Identify challenges and opportunities early, offering practical, creative solutions that keep clients ahead of program deadlines and audit requirements.

What You'll Need

  • 5+ years supporting HUD or federal programs such as CDBG, CDBG-DR, ESG, HOME, or HOPWA — whether as a grantee, a Housing Authority partner, or a consultant advising public sector clients, or

  • 8+ years of experience in client success, implementation, or a consultative role within a SaaS or technology company.

  • Excellent communication and presentation skills, with a track record of engaging stakeholders from program staff to agency leadership.

  • Comfort operating as the subject matter expert in the room — a skill set consulting work builds naturally.
