[What the role is]

This role is with the Centralised Services Department (CSD). We are seeking a highly organized and experienced Logistics Manager to oversee the maintenance and upkeep of our facilities. He/ She will be responsible for ensuring that our buildings and grounds are safe, clean, and well-maintained. This includes managing a team of maintenance staff, developing and implementing maintenance schedules, ensuring compliance with all safety and environmental regulations, procuring facilities contracts, managing facilities contracts, and managing an integrated facilities management contractor.

[What you will be working on]

  • Work with the CSD FM team and the appointed Integrated Facilities Management (IFM) Contractor to administer all aspects of day-to-day building and facilities related issues.
  • Manage and supervise contractors/subcontractors for all building services to ensure that they perform in accordance with their contract specifications, comply to all stipulated KPIs, WSHA, Fire Safety and other authorities’ regulations including annual inspections and Building Fire Certificate & other authority license renewal (BCA/JTC/MOM etc).
  • Act as the Branch Safety Representative to conduct regular safety inspections and audits, review & update safety procedures and risk assessments and coordinate with WSH officers and relevant stakeholders on safety matters.
  • Liaise and co-ordinate with the relevant department for maintenance-related works and manage and supervise the scheduled servicing and maintenance of FM related equipment 
  • Manage maintenance schedules, prepare monthly performance reports, and conduct monthly meetings with IFM contractor and relevant stakeholders.
  • Plan, facilitate and execute improvement projects that are related to FM.
  • Prepare and draft tender requirements/specifications (including technical requirements if necessary) for building and facilities related contracts, coordinating of tendering and evaluation process in accordance with established procurement procedures.
  • Assist in preparation of budgets and forecast and expenses related to facilities maintenance.
  • Maintain accurate records of all maintenance activities and expenses
  • Develop and implement emergency response plans for all facilities
  • Manage facilities contracts, including issuance of Works Order, Completion Certificate for ad hoc works, monitoring performance, ensuring compliance with specifications including all terms and conditions, and resolving any issues that arise
  • Plan and implement sustainability initiatives across the Branch's installations in support of the organisation's GreenGov targets. This includes monitoring energy and resource consumption, identifying opportunities for improvement, and coordinating with relevant stakeholders to drive green building practices and environmental compliance.
  • Prepare materials for branch and department meetings and perform secretariat duties when assigned
  • Perform any other duties assigned by Senior Assistant Director (Facilities Planning and Services)

[What we are looking for]

  • Any degree can apply. Bachelor's degree in Facilities Management, Real Estate, or a related field will be preferred. Fresh graduate may apply.
  • Good communication and interpersonal skills
  • Knowledge of safety and environmental regulations
  • Experience in workplace safety management and risk assessment
  • Experience managing budgets and expenses
  • Ability to develop and implement maintenance schedules
  • Strong problem-solving and decision-making skills
  • Knowledge of or experience in sustainability practices, green building standards, or environmental management is an advantage.
  • Experience in office space planning, space allocation, or workplace design is an advantage.
  • Candidates with experience in Facilities Management or Building Services are preferred
  • Able to work independently as well as good team player
