JOB PURPOSE
To ensure the activities and business of Affin Bank Group are carried out in accordance with rules and regulations and to provide updates on compliance related matters to the Head.
Assist the Head of Compliance Monitoring (HCM) in the implementation of all activities ensuring in line with regulatory requirements and best practices. This mainly encompasses the task of monitoring and review of appropriate controls put in place in managing the compliance risk within the bank. The responsibility shall be in line with the bank’s Compliance Policy including relevant compliance procedural, plans and programs.
The tasks include making regular assessment on the effectiveness of the internal controls put in place in managing the compliance risk within the bank focusing on the process of complying with the regulatory requirements (e.g. BNM and others) by the various departments and divisions. The compliance tool program being embedded as part of the business’s operational program is also a focus in performing an independent assessment on the effectiveness of stakeholders measures to mitigate non-compliance risks pertaining to critical regulatory and internal requirements. The reviews will cover all products and business operations under conventional and Islamic.
JOB ACCOUNTABILITIES
To assist the HCM in the followings:
Ensure the implementation of the compliance / thematic review plan
- Execution of the compliance thematic review exercise according to the approved plan including attestation reviews and other ad-hoc reviews
- Prepare and update Compliance Test Programs prior to commencing any reviews to help determine the outcome of the control testing by noting any observations and rating controls accordingly.
- Ensure implementation of the bank’s activities are in line with policies and procedures, regulatory requirements and best practices
- Observe deadline on the CMP reviews assignment
- Attend entrance /exit sessions with stakeholders where applies
- Prepare and monitor compliance review plan according to the timelines set under approved compliance plan.
- Monitor team outstanding action plans and recommendation in the Tracking Remedial Action and continuously updated until closure.
Tracking of audit issues raised by BNM and Group Internal Audit related to Compliance Review (BHBCS): -
- Maintain list on audit findings in relation to BHBCS raise by BNM and GIA (if any).
- Follow-up status of remedial action until closure.
Ensuring all reports is carried out with accuracy, integrity and in a timely manner
- Produce reports from the CMP reviews and ensure timely and effective reporting highlighting regulatory weaknesses and areas of non-compliance (if any) for management and stakeholders, together with recommendations for corrective action.
- Prepare monthly/quarterly report for compliance review status and outstanding issues to be updated to GMC GRC and GBCC timely.
Ensure proper coordination with stakeholders to ensure smooth delivery of duties/tasks that exceptions raised are properly followed-up.
- Perform periodic monitoring, tracking remedial actions and follow ups on corrective actions made by stakeholders
- Perform validation and attestation
Training and skill set development
- Facilitate / provide relevant training to branch / hub / business centre.
- Facilitate /provide compliance training to other staff of the bank (where necessary).
- Prepare training materials and review on regular basis.
Others
- Perform other additional tasks as required from time to time by the HCM
- Prepared & submit the report related to Ops Risk Dept (e.g. RCSA, KRI etc.) on monthly/quarterly basis.
JOB REQUIREMENTS
- Qualification and Experience
- Minimum 10 years in financial services-related field or Regulatory compliance work preferred.
- Degree in Accountancy/ Accounting/ Finance/ Auditing/ Banking Services/ Economics/ Legal preferred or other equivalent qualification
- Knowledgeable in Bank Negara, Securities Commission rules and regulations;
- Skills and Knowledge
- Strong analytical, communication and presentation skills
- Possess strong initiatives and positive attitudes with a good writing skill, communication skills as well as interpersonal skills
- Able to work independently with minimum supervision, strong reporting skills
- Able to work under pressure and handle multiple tasks in a fast-paced business environment.
- A proactive individual with good initiative and drive, resourceful and creative.
- Staff also possesses the relevant qualification including Certification in Regulatory Compliance and Certification and Advanced Certification in AML/CFT are highly encouraged for the position
- Strong initiative and positive attitude with good writing, communications and interpersonal skills
