Job Description: 

Job Summary

The Senior Financial Analyst and Local Regulatory Reporting Manager is responsible for delivering reliable performance analysis, budgeting and forecasting, balance sheet and ALCO support, and accurate local regulatory, statutory and Group reporting. The role provides actionable financial insight to the CFO and management, maintains strong reporting controls and data integrity, and coordinates effectively with internal stakeholders, regulators, auditors and Finance Hub teams.

Strategy
•    Provide high-quality financial analysis, performance insight and local regulatory reporting to support the CFO, senior management and relevant stakeholders in informed decision-making. 
•    Support the development and execution of the Bank’s financial strategy through robust budgeting, forecasting, performance monitoring, balance sheet analysis and forward-looking assessments of risks and opportunities. 
•    Ensure that management, statutory, Group and local regulatory reporting is accurate, complete, timely and prepared in accordance with applicable local regulations, Group Accounting Policies, financial control standards and approved reporting instructions. 
•    Maintain awareness of the Bank’s business model, strategic priorities and the wider economic, market and regulatory environment, translating developments into relevant financial and regulatory insights. 

Key Responsibilities

Business 
•    Act as a trusted Finance partner to the CFO, businesses and support functions by providing clear analysis of financial performance, costs, revenues, balance sheet trends, liquidity, capital and key business drivers. 
•    Coordinate the annual budget and rolling forecast processes, challenge assumptions, consolidate submissions and highlight material variances, emerging risks and opportunities requiring management action. 
•    Prepare insightful monthly and quarterly performance reporting, including management packs, cost reports, local performance reports, flash or early-view reporting, competitor analysis and quarterly Board papers. 
•    Provide financial analysis and challenge for investment spend, monitor approved expenditure and benefits, and support value-for-money and cost-efficiency decisions. 
•    Deliver accurate and timely financial and statistical information to local regulators and management, and coordinate responses to regulatory queries in an open, professional and timely manner. 
•    Liaise with Business Finance, Group and Regional Finance, the Finance Hub, external auditors and other stakeholders on financial, statistical, statutory and regulatory reporting matters. 

Processes 
Performance Management and Financial Analysis 
•    Own the end-to-end management reporting process and coordinate Finance contributors to deliver reporting requirements within agreed timelines and quality standards. 
•    Perform monthly analytical reviews of profit and loss performance, costs, revenues, businesses and products, linking actual performance to budget, forecast, prior periods, business momentum, risks and opportunities. 
•    Prepare and circulate cost-centre reports, investigate variances, respond to stakeholder queries and track management actions through to closure. 
•    Prepare monthly financial statements and specialised schedules for the CFO and management, ensuring commentary is concise, decision-oriented and supported by reliable data. 
•    Act as a credible source of financial data and analysis, resolving reporting queries and escalating significant issues promptly. 

Balance Sheet and ALCO Management 
•    Act as secretary to the Local ALCO and coordinate the preparation, quality review and timely circulation of ALCO materials, minutes and action tracking. 
•    Monitor the Bank’s balance sheet structure, funding, liquidity, capital, currency and market-risk indicators, and support management in meeting Group and local regulatory requirements. 
•    Coordinate LCR monitoring and reporting, commitments monitoring, structural foreign-exchange reporting and shareholders’ funds management. 
•    Ensure ALCO decisions and objectives are assigned, monitored and appropriately reported, and support other balance sheet and ALCO-related matters as they arise. 

Local Regulatory, Statutory and Group Reporting 
•    Prepare, review and submit accurate and timely recurring and ad hoc local regulatory returns, financial statistics and supporting schedules in accordance with regulatory instructions and internal governance requirements. 
•    Maintain effective controls over regulatory reporting data, including source-data validation, reconciliation, mapping between local accounts and the Group general ledger, review evidence and issue escalation. 
•    Prepare draft local statutory financial statements and support the coordination of statutory and regulatory audits, including timely provision of schedules, explanations and supporting documentation. 
•    Deliver applicable Group financial accounting reports within prescribed deadlines, including statutory packs, ICS submissions and financial-account-to-management-account reconciliations. 
•    Coordinate prompt and complete responses to queries from local regulators, Group and Regional Finance, the Finance Hub and auditors, maintaining appropriate records and audit trails. 
•    Monitor changes in local regulatory and financial reporting requirements, assess their impact and support the implementation of required reporting, process or system changes. 

Financial Control and Data Quality 
•    Support the CFO in applying Group Accounting Policies, the Financial Control Policy, relevant manuals and departmental operating instructions across performance, balance sheet and regulatory reporting activities. 
•    Perform or coordinate reconciliations and substantiation of relevant Local GAAP and Group accounts, investigate exceptions and ensure timely remediation. 
•    Review Finance journals within delegated responsibilities and ensure they are appropriately supported, authorised and recorded. 
•    Maintain documented procedures and DOIs for assigned processes, with clear ownership, review controls, evidence retention and business continuity arrangements. 
•    Ensure financial information systems and reporting processes meet the needs of management, local regulators, Regional Finance and Group Finance, and escalate data or system issues affecting reporting integrity. 
•    Support appropriate processing and reporting of dividends in line with Board approvals and applicable instructions. 

Stakeholder and Audit Management 
•    Build constructive working relationships with internal stakeholders, including the CFO, senior management, ALM, Business Finance, Finance Operations, Group and Regional Reporting teams and the Finance Hub. 
•    Maintain professional and cooperative relationships with local regulatory authorities, external auditors and other relevant external stakeholders. 
•    Provide timely support for internal, external, statutory and regulatory audits, track findings and ensure agreed remediation actions are completed within deadlines. 

People & Talent 
•    Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.

Risk Management
•    Responsible for identifying, assessing, monitoring, controlling and mitigating risks to the Group. Also, an awareness and understanding of the main risks facing the Group and the role the individual plays in managing them .
•    The ability to interpret the Group’s financial information, identify key issues based on this information and put in place appropriate controls and measures 
•    Manage overall design and outcome of the end-to-end process. And also owns the process output performance in terms of client service, financial performance and risk where appointed as Process Owners.  
•    Operate 1st line responsibilities of Process owners as outlined under Operational Risk Framework (ORF) and associated policies and procedures. Including, but not limited to the following:  
•    Identify, assess, treat and monitor significant operational risks  
•    Submit gross risk and residual risk ratings with rationales for approval by authorized Risk Owners  
•    Propose risk acceptance requests with justification to the authorized risk acceptance authority and abide by any conditions of acceptance  
•    Promptly execute any remediation or risk treatment actions in order to remain within risk tolerance  
•    Record and maintain a record of all formal risk assessment and risk acceptance decisions in the Operational Risk systems.  
•    Act as responsible officer for KCSA/ ORF for assigned responsibility 
•    Act as Finance Risk Control owner under Group’s Risk Management Framework (including relevant Operational Risk Framework. 

Governance 
•    Responsible for assessing the effectiveness of the Group’s arrangements to deliver effective governance, oversight and controls in the business and, if necessary, oversee changes in these areas
•    Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role.
•    Responsible for delivering ‘effective governance’; capability to challenge fellow executives effectively; and willingness to work with any local regulators in an open and cooperative manner.

Regulatory & Business Conduct 
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct.

Qualifications

•    Bachelor degree in Banking, Economics, Finance or Accounting preferred. 
•    Ideally 5+ years experience in banking
