Job Description:

Position Summary:

The House Attorney Analyst supports the legislative process and policy initiatives of the House of Representatives through the use of legal experience and skills, including researching complex legal and policy matters. Although the Attorney Analyst has full-time responsibilities throughout the calendar year, the demands of the position are particularly rigorous during the legislative session.

Responsibilities:

• Attend and staff House committees during session, which includes working closely with staff from the House and the Office of Legislative Counsel.
• Attend and staff interim committee meetings.
• Develop subject-matter expertise on issues within a committee's jurisdiction.
• Conduct legal research to provide legislators with accurate and objective information on complex legal issues.
• Prepare briefs, legal memoranda, or statements of issues involved in proposed legislation, including appropriate suggestions or recommendations.
• Review necessary judicial opinions, decisions, and citations.
• Prepare bill summaries, track and analyze legislation throughout the legislative process.
• Draft summaries of enacted legislation.
• Communicate and interact with legislators and committee chairmen.
• Complete special projects and other assigned tasks.  

Education/Experience:

Juris Doctorate Degree. Active and good standing with the Georgia State Bar is required. At least one year of legislative or state agency experience is preferred.

Skills and Knowledge Required:

• Superior writing and analytical skills.
• Excellent verbal communication skills.
• Knowledge of the Georgia Code, Constitutional Law and federal and state regulations.
• Knowledge of the political process and its implications in state government.
• Ability to exercise independent judgment in evaluating situations and making decisions.
• Ability to function both independently and in a team environment.
• Ability to remain neutral in a political environment.
• Ability to actively and effectively communicate with legislators, legislative staff, and others as needed to ensure the efficient execution of work-related duties and the maintenance of good working relationships.
• Ability to acquire and develop an understanding of legislative drafting rules and the rules of statutory construction.
• Ability to use a computer to perform research, track legislation, and engage in professional communications.
• Ability to prioritize multiple tasks, work efficiently within time constraints and deadlines, and handle stressful situations.
• Thoroughness and attention to detail.
• Excellent research skills.
• Proficiency with Microsoft Office software.
• Must be reliable, punctual and able to maintain confidentiality.

Physical Requirements:

• Remaining in a stationary position, often standing or sitting for prolonged periods while using a computer.
• Moving from one worksite to another.
• Repeating motions that may include the wrists, hands and/or fingers.
• Specific vision abilities required by the job include close vision, distance vision, and the ability to adjust focus.
• Occasionally lifting up to 15 pounds at times.

Travel:

This position requires travel within the State of Georgia. A valid driver’s license and access to a reliable vehicle are required. Travel expenses and mileage will be reimbursed.
