C&AFC – Private Bank Compliance – Vice President

Details of the Division and Team:    

This role acts as a deputy to the Head of PB Compliance Singapore within the PB Business Line Compliance (“BLC”) team and covers a wide array of Compliance responsibilities ensuring compliance with Singapore laws and regulations as well as the global, regional and local standards, policies and procedures of Deutsche Bank, with the ultimate aim of protecting the interests of our clients and the integrity and reputation of Deutsche Bank.

Your key responsibilities:

• Appointed as senior leader of PB Compliance Singapore, provide support to Head of PB Compliance Singapore and the PB Compliance Singapore team in managing PB business associated compliance and regulatory risks.  This also extends to South East Asia region where applicable.

• Key focus of this role is to lead the product related compliance function within the Private Bank (“PB”) business.

• Review and approval new products as part of the new product approval processes;

• Provide Compliance advice/requirements to the business for new projects;

• Lead or assist in any Compliance and Business led projects as necessary;

• Provide compliance advice with regard to applicable rules and regulations of PB business, and internal compliance policies and procedures from Singapore perspective, or as it impacts the Singapore business ( eg SEA );

• Review and assess all new and updated circulars and other regulatory developments that impact PB and ensure regulatory adherence or implementation are completed

• Coordinate and provide appropriate guidance for regular or ad-hoc surveys, questionnaire and information requests required for regulators relevant for the PB business; and ensure timely submission;

• Track all relevant meetings with regulators as it pertains to the PB business, ensure all issues raised in such visits, reviews and inspections are tracked, agreed, escalated promptly and appropriately with relevant documents being provided on a timely basis;

• Ensure full cooperation with regulators; work with Legal and other Compliance colleagues in responding to MAS and other regional regulatory enquiries,;

• Escalate timely issues and provide regular Management Information to Senior Management of Compliance;

• Coach direct reports and others in the organisation, as appropriate.

• Assess outsourcing requests that impact PB, together with central compliance team

• Investigate and resolve referrals from compliance surveillance team for PB specific cases;

• Supervise the review and provide Compliance approval for marketing materials and marketing events for the PB business;

• Provide Compliance support on sales related complaints;

• Provide induction training to new joiners in PB and other ad-hoc training in relation to compliance matters or relevant procedures that impact PB;

• Advise business to establish adequate level 1 controls and set up effective level 2 compliance monitoring program including cross-border activity, suitability and other areas, as required;

• Develop relationships with relevant Infrastructure functions that support the PB business and maintain the partnership between business line Compliance and other Compliance, Regulation and Anti-Financial crime functions.

Your skills and experience:

• University graduate with minimum 10 years of experience in the banking industry, including Private Banking exposure in Singapore and/or experience working with financial regulators such as the Monetary Authority of Singapore (MAS).

• Strong knowledge of banking, securities and financial services regulations, with proven experience interpreting and applying regulatory requirements across Southeast Asia. Deep understanding of the Singapore regulatory environment, including MAS regulations, guidelines and industry expectations, is required.

• Strong product knowledge across Private Banking and Wealth Management products, with experience assessing product suitability, client suitability considerations, risk implications, and participation in new product approval or governance processes.

• Good communication and interpersonal skills, with the ability to build good working relationships across business and operations functions.

• Able to demonstrate strong leadership, and at the same time, a good teamwork player.

• A strong sense of accountability and be ready to take up challenging responsibilities.

• Attention to detail, efficient and strong organisational skills.

• Proven ability to leverage AI tools to enhance productivity, optimise workflows to solve business problems, while applying critical judgment to ensure responsible and ethical use of data and AI outputs.
