Amentum is currently seeking for a Cost Estimator II to support a government contract based in Kings Bay, Georgia.

POSITION SUMMARY

The Estimator II is responsible for developing accurate, timely, and well-documented cost estimates for maintenance, repair, alteration, renovation, and minor construction projects. The position serves as a key link between operations, project management, subcontractors, customers, and company leadership by evaluating project scope, performing quantity takeoffs, developing independent government-style estimates, and supporting project execution strategies.

Essential Duties and Responsibilities

• Prepare detailed cost estimates, ROMs, budgetary estimates, and proposal pricing packages.
• Perform quantity takeoffs for civil, structural, architectural, mechanical, plumbing, electrical, fire protection, communications, and site-work disciplines.
• Utilize RSMeans, historical cost databases, subcontractor pricing, vendor quotations, and market research to develop estimates.
• Conduct field investigations and site visits to validate project scope and constructability.
• Coordinate with project managers, engineering personnel, operations leaders, and customers to define project requirements.
• Develop scopes of work and solicit pricing from subcontractors and suppliers.
• Analyze labor, equipment, productivity, material, and subcontract costs to ensure realistic pricing.
• Support construction management initiatives by identifying project risks, schedule impacts, phasing requirements, and execution strategies during project development.
• Assist in capital planning, facilities sustainment, and infrastructure improvement programs.
• Maintain estimating databases, unit-cost libraries, and cost trends to improve estimating accuracy.
• Prepare estimate narratives, assumptions, exclusions, and supporting documentation for management review.
• Support proposal development, contract modifications, change orders, and negotiated pricing actions.
• Monitor awarded projects and compare actual costs against estimates to improve future performance.

Construction Management Support Functions

In addition to estimating responsibilities, this position may support construction management program development and project controls initiatives, including:

• Participating in project planning and project execution strategy development.

• Assisting with project controls, budgeting, forecasting, and cost tracking.

• Developing project documentation, schedules, status reports, and performance metrics.

• Supporting contractor oversight, quality assurance, and construction coordination activities.

• Contributing to continuous improvement efforts, standard estimating practices, and program maturity initiatives.

EDUCATION / EXPERIENCE/ QUALIFICATIONS

• Bachelor’s degree in Construction Management, Engineering, Architecture, Business, or related field; two (2) years of experience in related field may be substituted for each year of the four (4) years of college.

• Two (2) to five (5) plus years of construction estimating, project controls, construction management, facilities management, or related experience.

• Demonstrated experience preparing detailed construction estimates and quantity takeoffs.

• Proficiency with RSMeans or similar estimating software.

• Strong Microsoft Excel, Word, Outlook, and database management skills.

• Ability to manage multiple priorities, meet deadlines, work independently, collaborate with cross-functional teams, and present cost information clearly to management and customers.

• Successful candidate will be subject to a government security investigation and must continually meet eligibility requirements for access to all areas of Naval Submarine Base Kings Bay.

• Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.

PREFERRED QUALIFICATIONS

• Experience supporting U.S. Navy, Department of Defense, or federal facilities contracts.

• Knowledge of construction management principles and project lifecycle management.

• Experience with Maximo, project management software, or CMMS platforms.

• Professional certifications such as CCP, CPE, PMP, CCM, or related credentials.

Compensation Details:

$71,890.00
