What you'll do

  • Own end-to-end governance of Cyber Security strategic objectives, ensuring each is formally documented, approved, mapped to measurable KPIs, and aligned to enterprise risk appetite.
  • Direct the Book of Work (BoW) governance framework, providing leadership and governance bodies a real-time, unified view of initiative progress, resource consumption, dependencies, and risk exposure across SOC, OSVM, and CSFC.
  • Lead the strategic objective lifecycle (definition, initiative planning, execution/monitoring, performance assessment, review/improvement) and ensure portfolio decisions are traceable, authorized, and risk-appropriate.
  • Oversee the Measures of Success function, including metric definition and approval lifecycle, monthly metrics reporting, and KPI publication, ensuring metrics remain anchored to strategic program deliverables rather than developed independently.
  • Establish and enforce metric governance controls (documented definitions, owner approval, change management, data validation, quality review, version control) to guarantee reporting integrity and auditability.
  • Ensure performance data is aggregated, analyzed, and reported to leadership at least monthly, with quarterly strategic objective reviews and annual strategic assessments.
  • Ensure effective executive reporting, governance communications, SharePoint/collaboration platform governance, and stakeholder engagement across CSO, in partnership with Global Communications.
  • Serve as the primary orchestrator of governance forums (monthly portfolio reviews, quarterly strategic reviews, annual strategic assessments) ensuring timely, accurate, and decision-useful reporting to CSO Senior Management, Executive Management, and Board-level bodies.
  • Build, lead, and develop a global, high-performing, multi-disciplinary team.
  • Act as the escalation point and quality gatekeeper for governance deliverables, ensuring consistent adherence to controls, reporting standards, and operating procedures across a distributed, matrixed stakeholder base.

Citi is looking for an experienced, strategically minded leader to head the Strategy, Execution & Transformation (SET) function within Cyber Security Operations' Strategy & Service Delivery (SSD) organization. In plain terms, this person is the connective tissue between Citi's cyber security operations strategy and its day-to-day delivery. You will own the Book of Work that governs how the Security Operations Center (SOC), Offensive Security & Vulnerability Management (OSVM), and the Cyber Security Fusion Center (CSFC) execute against strategic commitments, and you will build the metrics, financial transparency, and communications engine that gives the leadership team confidence and transparency that cyber security initiatives are on track, appropriately resourced, and delivering measurable value. This is a highly visible governance and execution leadership role sitting at the intersection of strategy, risk, program management, and communications — ideal for someone who thrives on translating complexity into clarity for senior stakeholders.

Core Responsibilities

Strategic Governance & Program Oversight
