Health, Safety & Regulatory Manager

Our client is seeking a full-time Health, Safety & Regulatory Manager to join their team in Jersey. This pivotal role is responsible for providing expert leadership and independent assurance on health, safety, and regulatory compliance matters. The successful candidate will ensure that the organisation effectively demonstrates compliance with statutory obligations and regulatory requirements while promoting a culture of continuous improvement. You will collaborate with colleagues, contractors, and external stakeholders to help maintain the health and safety of residents, employees, and the public. The position offers an exciting opportunity to shape compliance strategies and support various projects, maintenance activities, and programmes within the organisation.

JOB DUTIES:

• Provide independent assurance that compliance obligations related to health, safety, and property are met, escalating significant risks and deficiencies as necessary.
• Develop and maintain a risk-based compliance assurance programme, including inspections, audits, and performance reviews across various operational areas.
• Offer effective health and safety advice to colleagues and project teams to facilitate informed decision-making that protects all stakeholders.
• Monitor forthcoming legislation and regulatory expectations, assessing their impact and recommending necessary actions for compliance.
• Translate regulatory requirements into clear, actionable items for responsible service areas to implement sustainable control measures.
• Oversee the identification, prioritisation, and closure of compliance actions, ensuring that significant risks are well-managed and evidence is documented.
• Collaborate with the Regulatory Team to maintain accurate compliance records and ensure timely updates across relevant systems.
• Monitor contractors' performance against contractual obligations and address any persistent underperformance.
• Provide early input into development and major project work, assisting teams in risk management and compliance planning.
• Conduct investigations into accidents and compliance failures, identifying root causes and implementing corrective actions.
• Analyse data to identify trends and recurring risks, recommending preventative measures to inform strategic decisions.
• Prepare compliance reports for senior management, ensuring transparency in performance and risk assessment.
• Explore innovative approaches to compliance monitoring and reporting, utilising digital tools and analytics.
• Support the development of policies, procedures, and management arrangements that align with organisational needs.
• Foster a positive health and safety culture, encouraging proactive engagement from all stakeholders.

JOB REQUIREMENTS:

• Significant experience (at least 10 years) in health and safety, compliance, or property roles within housing or similarly regulated environments.
• A strong understanding of relevant legislation and the ability to interpret it accurately.
• Proven experience in conducting Fire/Health and Safety Risk Assessments and familiarisation with best practice compliance methods.
• Previous exposure to social housing or construction environments and management of statutory compliance documentation is essential.
• Experience with contractor management and the ability to assess work delivery against objectives.
• Exceptional verbal and written communication skills, including report writing and presentations, while maintaining constructive relationships across diverse groups.
• Computer literacy, especially in Microsoft Office applications, and familiarity with compliance management systems.
• Awareness of asbestos management and understanding of relevant health and safety codes.
• A valid driving licence and the ability to work under pressure to meet deadlines.
