Job Description

Position Summary

The Interface Manager is the PMC's senior integration professional responsible for managing all technical, contractual, organizational, operational, geographic, and regulatory interfaces across the Solar PV, BESS, HVAC transmission, substations, and Indonesia–Singapore subsea interconnector project. Acting independently on behalf of the Owner through the PMC appointment, the role ensures that multiple EPC/EPCI contractors, Chinese suppliers, marine contractors, utilities, regulators, and project teams operate as a fully integrated delivery organization, reducing interface risk, preventing gaps and overlaps, and enabling safe, efficient, and successful project execution.

Role Purpose

The Interface Manager is the PMC’s senior integration and interface management authority, responsible for establishing, implementing, and governing the project-wide Interface Management Program throughout the project lifecycle.

Acting on behalf of the Project Owner, the Interface Manager provides independent oversight to ensure that all interfaces between contractors, suppliers, utilities, regulatory bodies, stakeholders, project teams, and operational entities are clearly identified, assigned, coordinated, tracked, and successfully resolved.

The role does not direct or manage engineering, procurement, construction, commissioning, or operational activities performed by EPC/EPCI contractors or suppliers. Rather, it ensures that responsibilities and dependencies that exist between organizations, contracts, disciplines, locations, and project phases are effectively managed to prevent gaps, overlaps, conflicts, omissions, delays, claims, and integration failures.

Given the project's complexity, involving utility-scale Solar PV generation, Battery Energy Storage Systems (BESS), transmission infrastructure, subsea cable systems, marine construction activities, cross-border Indonesia–Singapore integration, and multiple international contractors and suppliers, the Interface Manager serves as the principal project integrator to ensure delivery of a fully integrated, safe, compliant, and operational project solution.

Key Responsibilities

1. Interface Management Leadership

  • Establish and lead the Project Interface Management Program, including procedures, governance, tools, reporting, and interface management frameworks.
  • Serve as the PMC focal point for all interface management matters and facilitate multidisciplinary interface workshops.

2. Interface Identification and Management

  • Identify, define, and manage technical, contractual, organizational, geographic, and stakeholder interfaces across the project.
  • Ensure interface ownership, responsibilities, dependencies, and closure requirements are clearly established.

3. Interface Register Administration

  • Establish and maintain the Master Interface Register.
  • Monitor interface actions, deliverables, milestones, risks, dependencies, and closure status.
  • Ensure all interface records remain accurate, auditable, and up to date.

4. Engineering and Technical Integration

  • Coordinate interfaces between Solar PV, BESS, substations, transmission systems, subsea cables, SCADA, telecommunications, and grid connection infrastructure.
  • Facilitate design integration, technical coordination, and resolution of engineering interface issues.

5. Contractor and Supplier Interface Coordination

  • Manage interfaces between EPC/EPCI contractors, suppliers, marine contractors, utilities, and third parties.
  • Resolve scope gaps, overlaps, responsibility ambiguities, and execution conflicts.

6. International Contractor Coordination

  • Coordinate interfaces involving Chinese contractors and suppliers across engineering, procurement, manufacturing, inspection, testing, and project delivery activities.
  • Mitigate interface risks associated with language, cultural, and organizational differences.

7. Cross-Border Interface Management

  • Manage project interfaces between Indonesian and Singaporean facilities, utilities, regulators, and stakeholders.
  • Coordinate transmission integration, permitting, regulatory approvals, and operational readiness requirements.

8. Marine and Subsea Cable Interface Coordination

  • Coordinate interfaces relating to offshore surveys, cable manufacturing, logistics, marine installation, landfalls, port operations, testing, and commissioning activities.

9. Construction, Commissioning, and Operational Readiness

  • Manage construction, commissioning, and operational interfaces across contractors, utilities, suppliers, and operators.
  • Monitor installation sequencing, SIMOPS, system turnover, integrated testing, and readiness activities.

10. Commercial and Risk Management

  • Identify and manage interface-related commercial exposures, contract boundary issues, claims risks, and responsibility gaps.
  • Lead interface risk identification, mitigation planning, and monitoring.

11. Performance Monitoring and Reporting

  • Monitor interface milestones, critical dependencies, action close-out performance, and schedule impacts.
  • Prepare interface registers, dashboards, risk reports, executive summaries, and governance reports for the Project Owner and PMC leadership.

Qualifications

Minimum Requirements

  • Bachelor's degree in Engineering, Construction Management, Project Management, or a related discipline.
