Compensation Grade

Lead safe, high-quality execution of mechanical (machinist) work while overseeing site inspection activities to ensure the ongoing mechanical integrity, reliability, and regulatory compliance of fixed equipment and piping systems.

Accountability 1: Meet all SHE objectives and comply with all governmental laws and policies for a manufacturing site.

• Responsible for the safety of the team above any other outcome, requiring and promoting compliance with the INEOS Life Saving Rules and the INEOS 20 Principles of Process and Behavioral Safety, and site policies/standards.

• Ensure all mechanical and inspection activities are executed in compliance with site environmental requirements, including reporting, emissions control programs, and regulatory-driven repair timelines (e.g., LDAR).

• Manages compliance of craftsmen and inspection personnel with process safety and personal safety requirements, including inspection-related certifications, testing, and safe execution of NDE activities.

• Be a safety leader through visible field presence, including safety observations, audits, job site visits, and reinforcement of safe behaviors across employees and contractors.

• Adhere to the SHE incident management system, including reporting, participating in incident investigations, identifying root causes, and ensuring timely closure of corrective actions.

• Maintain strong awareness of process hazards and mechanical/inspection-related risks (e.g., stored energy, pressure systems, corrosion mechanisms) to effectively communicate hazards to execution teams.

• Verify clear understanding of work scope, including machining and inspection work, identifying potential safety and reliability risks prior to execution.

• Initiate and enforce appropriate safe work practices such as confined space entry, hot work, line breaks, and specialized inspection hazards (radiography controls, elevated work, etc.).

• Provide technical guidance on safe work permitting and serve as an elevated reviewer for complex or high-risk work scopes.

• Conduct routine safety meetings and toolbox talks that integrate both mechanical and inspection-specific risks and lessons learned.

• Ensure that all tools, machining equipment, and inspection/NDE equipment are fit for purpose, properly maintained, and used safely.

• Reinforce a strong safety culture with contractors performing machining and inspection services, ensuring alignment with INEOS safety expectations.

Accountability 2: Execution of Machining and Mechanical Maintenance Activities

• Oversee machining and mechanical repair activities in the shop and field, ensuring work is executed to required tolerances, specifications, and quality standards.

• Provide technical expertise in machining, fabrication, and repair techniques to support safe and reliable equipment operation.

• Troubleshoot equipment failures and performance issues, identifying root causes and implementing corrective actions.

• Ensure all repair methods align with engineering requirements, applicable codes, and site standards.

• Review and validate repair scopes to ensure proper materials, tolerances, and QA/QC requirements are defined.

• Verify quality of completed work through field checks, inspections, and review of documentation.

• Support execution of preventative and corrective maintenance activities to maintain asset reliability.

• Remove execution barriers such as tooling gaps, unclear scopes, or coordination issues to ensure efficient work completion.

• Provide technical input into complex repairs, equipment modifications, and reliability improvements.

Accountability 3: Inspection Program Oversight and Mechanical Integrity

• Oversee execution of site inspection programs for fixed equipment, piping, tanks, and relief devices in accordance with API, ASME, and other applicable standards.

• Ensure inspections (internal, external, and NDE) are completed on schedule and in compliance with mechanical integrity requirements.

• Coordinate and oversee NDE contractors, including UT, RT, PAUT, Eddy Current, and other techniques, ensuring work quality and compliance.

• Review inspection results and ensure findings are translated into clear repair scopes with defined QA/QC checkpoints.

• Ensure inspection data is accurately captured, validated, and maintained within site systems (e.g., SAP/PCMS).

• Partner with reliability and engineering teams to assess fitness-for-service and prioritize remediation activities.

• Monitor compliance of inspection programs (vessels, piping circuits, relief devices, tanks) and drive corrective actions where gaps exist.

• Support development and continuous improvement of inspection plans based on risk, historical data, and degradation mechanisms.

• Provide inspection scope development and field leadership during turnarounds, ensuring critical inspections are completed effectively.

• Ensure alignment with INEOS Asset Care guidelines and mechanical integrity expectations.

Accountability 4: Coordination with Operations, Engineering, and Asset Teams

• Act as the primary interface between Asset Support, Operations, and Engineering to ensure mechanical and inspection activities are aligned with production priorities and asset needs.

• Coordinate with planners/schedulers to ensure work scopes are executable, properly prepared, and aligned with available resources and plant priorities.

• Ensure all work requests are clearly defined, technically sound, and include appropriate scope detail, materials, and execution considerations prior to field execution.

• Coordinate and align contractor resources to support mechanical and inspection work based on priority, schedule, and technical requirements.

• Collaborate with discipline engineers and reliability personnel to troubleshoot equipment issues, resolve technical challenges, and improve long-term asset performance.

• Participate in daily and weekly planning and coordination meetings to ensure readiness of mechanical and inspection work and to proactively identify and resolve execution risks.

• Monitor field execution progress and ensure timely communication of status, emerging risks, and recovery plans to key stakeholders.

• Support turnaround and outage planning and execution by coordinating mechanical and inspection scopes, ensuring integration with broader asset priorities.

• Ensure effective communication and alignment between all stakeholders to minimize delays, eliminate rework, and optimize execution efficiency.

Accountability 5: Quality, Reliability, and Continuous Improvement

• Ensure high standards of workmanship and inspection quality across all mechanical and inspection activities, reinforcing a culture of precision and accountability.

• Verify that all completed work meets required specifications, codes, and standards, including machining tolerances, repair practices, and inspection acceptance criteria.

• Audit completed work orders and inspection records to ensure accuracy, completeness, and integrity of historical data captured in SAP/inspection systems.

• Drive root cause analysis efforts for equipment failures, repeat repairs, and adverse inspection findings to identify and eliminate underlying causes.

• Partner with engineering and reliability teams to translate inspection data (e.g., corrosion rates, damage mechanisms, trends) into actionable maintenance and integrity strategies.

• Implement improvements to maintenance and inspection processes, tools, and work practices to enhance efficiency, reduce rework, and improve asset reliability.

• Promote continuous improvement in machining techniques, inspection methodologies, and execution practices through standardization and adoption of best practices.

• Ensure inspection findings are appropriately dispositioned, prioritized, and resolved with clear repair scopes and defined QA/QC requirements.

• Capture, document, and share lessons learned across teams and assets to drive consistency and improve overall performance.

• Support ongoing development of inspection plans and mechanical integrity strategies based on risk, historical performance, and emerging degradation mechanisms.

Accountability 7: Cost Control and Resource Management

• Accountable for managing maintenance and inspection-related costs within area of responsibility, ensuring alignment with site financial targets.

• Optimize utilization of labor, contractors, and materials to deliver safe and efficient execution while controlling overall cost.

• Monitor overtime, contractor usage, and resource allocation to ensure cost-effective deployment of personnel.

• Validate contractor performance and associated costs, ensuring work is completed efficiently and invoices accurately reflect services provided.

• Ensure accurate tracking of costs, including timely accruals for contractor services and proper coding of work activities.

• Comply with site Delegation of Authority (DOA) requirements for procurement of materials, services, and equipment.

• Manage and maintain machining tools, shop equipment, and inspection-related resources to ensure reliability and cost efficiency.

• Identify and implement opportunities to reduce maintenance and inspection costs without compromising safety, quality, or asset integrity.

• Support development of budget forecasts and provide input on cost drivers and improvement opportunities.

• Balance cost performance with safety, regulatory compliance, and long-term asset reliability objectives.

Accountability 8: Development and Leadership of Machinist and Inspection Resources

• Ensure alignment and clarity of roles, responsibilities, and performance expectations for machinists, inspection personnel, and supporting contractors.

• Provide direct supervision, leadership, and day-to-day direction to assigned personnel, ensuring work is executed safely, efficiently, and to required standards.

• Lead and direct field execution by assigning work, monitoring progress, providing technical guidance, and removing barriers to ensure timely and quality completion of assigned tasks.

• Determine developmental needs of machinists and inspection personnel; coordinate training, certification attainment, and skills progression (including API/NDE certification requirements where applicable).

• Ensure inspection personnel maintain required certifications and qualifications in accordance with industry standards and regulatory requirements.

• Maintain team compliance with all required safety, technical, and regulatory training (e.g., respiratory protection, MOC, safety procedures, inspection certifications).

• Establish and maintain a robust performance management process, including ongoing coaching, performance feedback, and formal performance evaluations, taking corrective action when appropriate.

• Foster a high-performance team culture focused on safety, accountability, technical excellence, and continuous improvement.

• Ensure compliance with all HR policies, legal requirements, and company standards governing employees and contractor relationships.

• Provide oversight and performance management of contractor resources supporting machining and inspection activities, including safety, quality, and productivity expectations.

• Administer after-hours/on-call support processes to ensure timely response to emergent mechanical and inspection-related issues.

• Ensure compliance with applicable labor agreements and partner with Human Resources to resolve workforce issues, including grievances and disciplinary actions as required.

• Verify that timekeeping and payroll processes are completed accurately and in a timely manner.

• Drive consistency in work execution and expectations by sharing best practices and lessons learned across assets and teams.

• Ensure effective communication of priorities, expectations, and changes to team members to maintain alignment with asset and site objectives.

 Level of Education & Knowledge:

• 10+ years of maintenance and/or inspection-related experience in a petrochemical or refining environment with High School Diploma/GED OR B.S. in Engineering with 5+ years of relevant experience required

• 5+ years of leadership experience supervising craft, technical, or contractor resources in an industrial environment

• Demonstrated experience in mechanical maintenance and/or inspection of fixed and rotating equipment systems

• Must possess or obtain a Transportation Worker Identification Credential (TWIC) card prior to first day of employment

• Possess a current, valid license to operate a motor vehicle in the United States

Experience & Technical Skills:

• SAP experience in Plant Maintenance and/or inspection management systems.

• Proficient in Microsoft Office Suite tools.

• Demonstrated strong working knowledge of process and personal safety practices in the petrochemical industry, including:

• Energy isolation (LOTO)

• Work permitting

• Confined space entry

• Working at heights

• Hazard communication

• Lifting and hoisting

• Incident investigation and reporting

• Management of Change (MOC)

Strong working knowledge of:

• Rotating equipment and mechanical systems

• Fixed equipment (pressure vessels, piping, tanks)

• Welding and fabrication practices

• Inspection techniques and NDE methods (UT, RT, PT, MT, etc.)

• Working knowledge of applicable industry codes and standards (API, ASME, ANSI, NFPA, ISA).

• Familiarity with mechanical integrity programs and inspection planning requirements for fixed equipment and piping systems.

• Ability to read and interpret P&IDs, isometrics, fabrication drawings, and technical documentation.

• Demonstrated technical capability to:

• Review and assess repair scopes and vendor proposals

• Ensure repairs meet applicable codes, standards, and tolerances

• Evaluate inspection findings and translate into actionable repair plans

• Proven ability to support work execution by:

• Identifying execution risks

• Providing input on sequencing and resource needs

• Ensuring work is properly scoped and executable (without direct ownership of scheduling)

• Experience executing and supporting preventative maintenance and inspection programs.
