Pay rate: £22.24 per hour PAYE / £28.42 per hour Umbrella

About the Role

A leading London local authority is seeking an experienced Parking Services Officer to join its busy Parking Services team.

This is an excellent opportunity for a candidate with strong knowledge of Penalty Charge Notice processing, parking legislation and customer correspondence. The role will be mostly remote, although occasional attendance at the council’s offices, meetings or tribunal hearings may be required depending on service needs.

You will be responsible for investigating and responding to PCN-related correspondence, including challenges, representations and appeals. You will ensure decisions are accurate, fair and compliant with the Traffic Management Act 2004, associated legislation and relevant policies and procedures.

The role will also involve authorising parking bay suspensions, issuing temporary parking waivers and supporting basic financial administration across the Parking Service.

Key Responsibilities

• Investigate and process correspondence relating to Penalty Charge Notices at all stages of the enforcement process.
  
  
• Assess challenges and formal representations in line with the Traffic Management Act 2004, associated legislation, council policies and procedures.
  
  
• Determine whether challenges and representations should be accepted or rejected.
  
  
• Ensure all PCN recovery and enforcement processes are completed accurately and within statutory deadlines.
  
  
• Liaise with London Tribunals and determine which cases should be contested at adjudication.
  
  
• Prepare comprehensive case files and attend tribunal hearings where required.
  
  
• Authorise parking bay suspensions and temporary parking waivers.
  
  
• Liaise with residents, contractors, enforcement agents, internal departments and other relevant stakeholders.
  
  
• Assist with PCN, Pay and Display and Resident Visitor Permit reconciliations and refunds.
  
  
• Maintain accurate records and ensure all casework is processed with due diligence.

About You

The successful candidate will have:

• Previous experience working in parking services, parking enforcement, PCN processing or a similar local authority environment.
  
  
• Thorough knowledge of the Traffic Management Act 2004 and associated parking and traffic legislation.
  
  
• Experience handling PCN challenges, representations, appeals or tribunal cases.
  
  
• Strong written and verbal communication skills.
  
  
• Excellent attention to detail and the ability to work accurately within statutory timescales.
  
  
• Strong investigation, problem-solving and critical-thinking skills.
  
  
• The ability to interpret legislation, policies and procedures when making decisions.
  
  
• Experience using Microsoft Office packages, particularly Excel, as well as databases and other relevant systems.
  
  
• A professional and customer-focused approach when dealing with residents, stakeholders and enforcement agents.
  
  
• The ability to work independently in a remote environment while contributing effectively to a wider team.
  
  
• Excellent organisation skills and the ability to manage a varied caseload effectively.
  
  

Working ArrangementsThis role is predominantly remote, offering flexibility for candidates who are able to work effectively from home. Occasional attendance may be required at the council’s offices in West London, internal meetings, service-related events or London Tribunals hearings.

Candidates must be able to attend in person when reasonably required by the service.
