Full description from employer

Amazon's Account Integrity Team (AIT) within Buyer Risk Prevention (BRP) protects hundreds of millions of customers by identifying and stopping fraudulent activity before it causes harm. The Risk Mining function is where human ingenuity meets machine learning - our team detects emerging modus operandi (MOs) that automated systems alone can't catch, and feeds those signals back into scalable upstream defenses. If you want your program management skills to directly translate into customer trust at global scale, this is the team.

The Program Manager (PM II) will own the operational rhythm and cross-functional coordination for Risk Mining across four verticals spanning India and Costa Rica. This is a role where you will have real ownership from day one - partnering with Risk Mining leadership to scope processes, define goals, build reporting mechanisms, and drive delivery against them. You will work with a high degree of autonomy, collaborating across Engineering, Machine Learning, Product, and partner risk teams to improve workflows, champion AI-enabled solutions, and deliver measurable gains in detection speed, quality, and operational efficiency.

This is an execution-focused role with broad cross-team influence, reporting to the Risk Mining leadership team. The PM is accountable for scoping processes, owning the operating cadence, driving programs to delivery, mitigating risk, and clearing blockers.

Key job responsibilities
1. Operating Cadence & Reporting
- Own Weekly Program Review (WPR) and Quarterly Program Review (QPR) reporting for the Risk Mining function, ensuring data accuracy, timely delivery, and clear path-to-green commentary on key goals.
- Own Flash preparation and build a self-sustaining reporting rhythm where leadership always has an accurate, on-time view of the org.
- Track and drive closure of action items stemming from business reviews and COE findings.
- Accelerate progress by driving crisp, timely decisions, identifying and clearing blockers, and escalating appropriately.
2. Cross-Team Collaboration & Standardization
- Drive cross-RM initiatives with Payment Risk (PRISM-I) and Abuse Risk Mining (ARM) teams.
- Serve as the operational point of contact for joint MO investigations and deep dives.
- Lead coordination and sync between India and Costa Rica sites to reduce operational drift across verticals.
- Standardize processes, tooling, and communication cadences across all Risk Mining verticals to ensure consistent quality and velocity.
- Own the program for feedback loops from Risk Mining MOs back into ML, Engineering, and Product teams.
3. SOP Governance & Audit-Readiness
- Lead SOP lifecycle management - author, review, deploy, and ensure parity or superiority of SOPs across BRP.
- Keep SOPs audit-ready with periodic reviews and documentation updates tied to policy changes.
- Manage the goals document and quarterly planning cycles to keep the team aligned with org-level priorities.
- Drive efficiency in rule management - create paths to offline monitoring, and partner with ML teams on rule lifecycle.
4. Innovation & GenAI Enablement
- Identify automation and GenAI opportunities within Risk Mining workflows.
- Reduce manual effort and improve throughput and quality in MO identification, triage, and reporting.
- Partner with Engineering, ML, and Product teams to pilot and adopt AI-assisted workflows across Risk Mining operations.
- Develop the RM MO Repository - a scalable knowledge base of modus operandi patterns for reuse across AIT and partner teams.
- Propose and implement programs such as Hackathons, Innovation Workshops, and AI Proficiency sprints.
- Establish mechanisms to measure realized ROI from AI investments.
5. ML & Engineering Intake & Prioritization
- Own the ML and Engineering intake mechanism with AIT and IDS engineering teams.
- Ensure the team's highest-value asks are consistently landed, not stuck in ad-hoc queues.
- Lead OP1 planning - build intake processes within Risk Mining that produce scalable, long-term roadmap ideas.
- Enable prioritization of requirements with Engineering and ML partners.
- Own communications for new tool rollouts to ensure smooth adoption across all verticals and sites.
6. Escalation Management
- Single point of contact for all escalation action items - Sev-2 tickets, executive escalations, and COE action items.
- Manage prioritization and tracking of external requests from partner teams on MO investigations and deep dives.
- Ensure operational readiness for process changes, transitions, and high-severity incident response.

A day in the life
Your week will blend tactical execution with strategic thinking - no two days look identical, but here's the rhythm:
Tactical (Keeping the Engine Running)
- Follow up on ageing Risk Mining tickets, drive root-cause analysis, and close action items.
- Report out metrics and path-to-green on key goals in WBR and WPR forums.
- Follow up on Rule Governance action items, SEV-2 reduction efforts, and audit readiness reviews.
- Coordinate with cross-site teams (India and Costa Rica) to ensure consistent execution and information flow.
- Participate in weekly project stand-ups and initiative check-ins.
Strategic (Building What's Next)
- Participate in GenAI and Innovation forums to identify and champion automation opportunities across Risk Mining workflows.
- Join Engineering and ML connects to stay close to the technical roadmap and drive intake priorities.
- Facilitate cross-functional partner connects - collaborating with Payment Risk, Abuse Risk Mining, and broader BRP stakeholders on joint MO investigations and risk signals.
- Prepare documents for weekly and quarterly reviews, metric deep-dives, and OP1 planning cycles.
- Drive new project kick-offs and workshops with ML, Engineering, and Product partners.

About the team
The Risk Mining team within Account Integrity spans India and Costa Rica, and works for Amazon's worldwide marketplace to detect and disrupt bad-actor behavior. We are analysts, investigators, and builders - using a powerful combination of analytics, code, GenAI tools, and deep-dive investigations to uncover fraud patterns that automated systems alone can't catch.

Our mission is simple: find the signal in the noise before bad actors cause harm. We partner closely with Machine Learning, Engineering, and Product teams to turn our investigative findings into scalable upstream defenses. The team operates across four risk verticals: Anti-Automation, Account Takeover, SMS Pumping, and Bad Actor Account - and collaborates with Payment Risk and Abuse Risk Mining teams across Buyer Risk Prevention (BRP) to drive end-to-end fraud mitigation.
