Reporting to the Construction Manager / Project Director, the Project Controls Manager will be responsible for providing cost control, budgeting, forecasting, reporting, and change management leadership on advanced manufacturing, mission-critical, or life sciences projects.project

You as a Project Controls Manager will:  

  • Lead project forecasting, including Estimate at Completion (EAC), earned value analysis, and variance reporting, while identifying risks and opportunities affecting project performance.

  • Implementing an Earned Value Management (EVM)-based reporting system for assigned projects to measure actual project performance against a baseline (cost and schedule) and effectively communicate results to internal and external stakeholders.

  • Responsible for the preparation, submission, and presentation of cost reports and cash flow forecasts to the owner.

  • Lead the project change management process, including establishing procedures in accordance with contractual requirements and managing the process throughout the project lifecycle.

  • Responsible for the preparation, submission, and approval of progress billings, as well as the timely payment of subcontractor progress billings and vendor invoices.

  • Responsible for creating a WBS (Work Breakdown Structure) in collaboration with Project Managers and technical subject matter experts.

  • Establishing and maintaining a CBS (Cost Breakdown Structure) in accordance with contractual requirements and obtaining buy-in from internal and external stakeholders on assigned projects.

  • Analyze processes, optimize them, and build systems to support those processes.

  • Ensure the quality, consistency, and traceability of project controls data within the systems in place.

  • Preparation of effective ad hoc analyses based on internal and external stakeholder requirements.

  • Responsible for financial updates as part of the quarterly Internal Project Review (IPR) process.

Is this the right role for you? 

  • Have 10+ years of experience in project controls, cost management, project planning, or related disciplines within major construction, infrastructure, or industrial projects.

  • Bring a post-secondary education in Engineering, Construction Management, Business, Finance, or a related field.

  • Have experience developing forecasts, analyzing project performance, and providing meaningful insights that support effective project decision-making.

  • Are comfortable working with Earned Value Management (EVM), cost reporting, cash flow forecasting, and project performance measurement.

  • Have a strong understanding of project change management and can effectively manage project controls processes throughout the project lifecycle.

  • Excel at building relationships and collaborating with project teams, clients, subcontractors, and other key stakeholders.

  • Enjoy working with data, identifying trends, and translating complex information into clear and actionable reports.

  • Experience on large-scale or complex EPC, infrastructure, energy, or industrial projects.

  • Thrive in a fast-paced environment where strategic thinking, problem-solving, and attention to detail contribute to successful project outcomes.

  • The salary range for this position is between $80,000 - $130,000 CAD
