Project Manager, ServiceNow (Onsite)

Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.

Our Digital Modernization Division is an information technology and management consulting department that offers integrated, strategic solutions to its public and private-sector clients. ICF has the expertise, agility, and commitment to design, build, and operate high-performance IT engines to support all aspects of our client’s business.

This Project Manager, ServiceNow, will become a trusted advisor for clients in technology strategy, IT Engineering, Service Management, and Platform Management and participate in building POCs, prototypes and modernizing web-based applications. Guide the management of a variety of SaaS technology platforms. Work with technical leadership and other architects to develop and promote technology best practices, and standards, and collaborate with other service delivery teams. The ICF team works closely with clients and other contractors to ensure the performance and reliability of public-facing, mission-critical applications.

Job Location- Must be able to work onsite in San Diego, CA five days a week.

What you’ll be doing (Responsibilities/Day to Day):

• Develop technology strategy in close collaboration with Federal executives, business SMEs, and key stakeholders.

• Build professional trust relationships and establish personal rapport with business stakeholders to better understand their concerns and business mission.

• Lead meetings with senior client leadership and stakeholders to discover the current state, business processes, requirements, and pain points and understand aspirations, business mission, and goals.

• Develop technology presentations and communicate effectively in meetings to describe complex technology choices, trade-offs, and considerations.

• Work directly with clients, vendors, subcontractors, and team members to determine business needs and develop solution approaches, architecture, and strategy to address key challenges.

• Develop governance, operating models, CONOPS, and processes to support the business mission.

• Define key considerations, evaluate new technology platforms, perform analysis of alternatives based on well-defined processes, and present findings to technical as well as non-technical audiences.

• Document as-is, and to-be architecture diagrams and business process flow and flow charts, decision trees.

• Actively participate in project discussions and team meetings (e.g., daily standups, reviews)

• Collaborate with cross-functional teams to define and prioritize development activities in ServiceNow.

• Support all aspects of the implementation including requirements, design, testing, and delivery of tracking and reporting tools.

• Work with stakeholders of IT systems and internal SMEs to define the system requirements and design approach.

• Develop an understanding of the client processes and procedures and assist with making improvements relative to technology.

• Work with a team of senior technologists to lead and manage the rapid development and implementation of prototypes and proofs-of-concept utilizing a variety of technologies.

• Understand and identify requirements by establishing personal rapport with clients and with other persons in a position to understand service requirements.

• Document project plans, architecture diagrams, and processes.

What You Will Bring With You:  

• Must have an active Secret clearance

• Must be a US Citizen as required by the federal government

• Project Management Professional (PMP)

• BS degree from an accredited institution with 8+ years of Project Management experience

• 4+ years of experience working with low-code/no-code platforms such as ServiceNow.

• 5+ years of experience leading technology consulting engagements with clients

• 4+ years of Federal experience

• In-depth knowledge of ServiceNow platform capabilities, modules, and best practices

• AWS Certified Cloud Practitioner

• Good understanding of system architecture and design principles.

• Familiarity with ITIL processes and IT Service Management (ITSM) principles

• In-depth understanding of ServiceNow best practices and industry trends

• Understanding of federal government security and compliance rules such as NIST, RMF, eMASS, DoDM 8140, IL4/IL5 concepts

• Excellent communication, presentation, and stakeholder management skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$130,687.00 - $222,169.00
