1. SCOPE OF WORKS (GENERAL)
1.1 The role of the Quantity Surveyor is to advise on the Cost Management aspects of a project. The Quantity Surveyor is required to:
- Establish, maintain and validate Construction Cost Plans through Pre-Tender estimates in coordination with the External QS and Budget & Finance Department.
- Monitor, review and record the progressive statements of costs against the anticipated final costs of the project and advise on the methods to maintain agreed budgets as required.
- Maintain quality control systems that ensure all information and documentation provided by External QS is complete, comprehensive, up to date, checked and coordinated.
- Prepare financial analyses for the project in accordance with professional best practice and with the standard requirements for benchmarking of projects
- Overall coordination and monitoring in terms of costs by way of estimates and cost studies for management approval/decisions, (variation orders tracking, IOL endorsements, special cost studies) in the whole life cycle of a project. From Pre Con stage to Final Closing.
- Requirement to attend regular project meetings, to provide contract and cost advice should be needed throughout the course of the construction of the project.
2. RESPONSIBILITIES THROUGHOUT STAGE OF CONSTRUCTION
2.1 TENDERING STAGE
- Discuss and develop Procurement Strategy for the project and make recommendations on (in collaboration with External QS and Finance)
a) The cost budgets for each Main Contracts and subcontract. These estimated cost budgets should follow as determined by the Cost plan / detailed Cost estimate budget.
- Review tender documents as prepared by External QS
- Review and confirm Pre Tender-Estimates and analyze based on the Project Budget and time frames (if inflation may be applicable).
- Attend and monitor package awarding and review bids when necessary, together with purchasing and External QS.
2.2 CONSTRUCTION STAGE
- During project construction the QS is to:
- Facilitate contract execution.
- Check and monitor financial statements if they confirm the set standards and figures are to date as submitted by QS Partners.
- Implement the VOTF process, assess design change proposals, prepare a quick estimate of the cost involved and assess any cost implications and presentation to higher management for decision.
- Prepare internal office letter – variation order endorsement for approval (IOL).
2.3 FINAL ACCOUNTS STAGE
- When the works are practically completed, collate advance information from the site for pending documentation and balance work or VOs.
- Reconcile the Final Construction costs based on Final Statement Report (from External QS) to the actual SAP cost (as per accounting records). Other projects costs (e.g Land cost, professional fees) shall be by Budget and Finance.
3. SPECIAL DUTIES
Perform the following QS duties for In House Projects (Showrooms, Parking Buildings, and Administration & Sales Offices on site) and macro infrastructure costings when needed.
a.) Prepare Pre Tender-Estimates,
b.) Bid document preparation (e.g. Bill of quantities, Bid Bulletins, RFI’s etc)
c.) Evaluation of Bid returns and preparation of Tender Report
d.) Variation order assessment and reconciliation
e.) To have Documents monitoring/ tracking
- Take over works for projects that External QS contracts have already expired. Works include

b.) Prepare Final Statement Report for closing of Projects
