About this role

The Rail Corridor Access Coordinator is responsible for planning, coordinating, and managing access to active rail corridors to support the safe and efficient execution of construction and maintenance activities. This role works closely with project teams, contractors, Metrolinx stakeholders, and corridor operators to secure approvals, coordinate flagging resources, and ensure compliance with all corridor access, safety, and operational requirements. The position plays a critical role in minimizing service disruptions while enabling the successful delivery of infrastructure projects.

Essential Responsibilities:

  • Plan, coordinate, and manage rail corridor access requirements for construction, maintenance, and infrastructure projects. Develop access schedules and sequencing plans that align with project milestones while minimizing impacts to rail operations and stakeholders.
  • Prepare, review, and coordinate Rail Corridor Access Plans (RCAPs), ensuring all access requirements, operational impacts, and safety considerations are accurately documented and communicated.
  • Utilize the Network Access Planning Tool (NAPT) and Vault systems to create, track, and flag access bookings, ensuring resource availability and compliance with corridor scheduling requirements.
  • Submit and manage Rail Corridor Access Requests (RCARs) and flagging requests, coordinating approvals and ensuring all required documentation is completed accurately and on time.
  • Coordinate and maintain Flagging Outlooks, ensuring adequate flagging resources are identified, scheduled, and communicated to project stakeholders.
  • Review and coordinate Metrolinx Scope Plans, Work Plans, and Machine Movement Plans, ensuring consistency with approved access requests and operational requirements.
  • Work in accordance with Metrolinx Work Planning Standards (WPS) and applicable rail corridor procedures, policies, and safety requirements.
  • Coordinate and support submissions for Metrolinx Ground Disturbance Permits, ensuring all excavation and ground disturbance activities comply with regulatory and project requirements.
  • Act as the primary point of contact with Metrolinx, corridor owners, municipalities, regulators, utilities, contractors, and other third-party stakeholders regarding corridor access planning and approvals.
  • Coordinate with construction teams to ensure access conditions, restrictions, work windows, and safety requirements are clearly communicated and adhered to in the field.
  • Lead or participate in Flagging Utilization Meetings, providing updates on upcoming work activities, resource requirements, and schedule changes.
  • Attend and support corridor planning meetings, including T-14, T-8, and T-2 Flagging Meetings, ensuring project readiness and alignment with corridor access schedules.
  • Participate in MTC (Major Track Closure) Readiness Meetings, coordinating project requirements, access logistics, and operational impacts to support successful closure execution.
  • Monitor field activities to confirm compliance with approved corridor access permits, plans, and safety requirements, while addressing any access-related concerns or conflicts.
  • Maintain accurate records of access approvals, permits, schedules, bookings, flagging requests, and stakeholder communications. Provide regular reporting and status updates to project leadership and clients.
  • Lead or Participate in the development and approval of the Risk Assessment for the Continue Work Zone (CWZ)

Qualifications:

  • College diploma, technical diploma, or post-secondary education in Construction Management, Civil Engineering Technology, Project Coordination, Transportation Infrastructure, or a related field.
  • 2-4 years of experience in corridor access coordination, rail operations, project coordination, construction coordination, or infrastructure-related environments.
  • Experience working within Metrolinx, GO Transit, CN, CP, or other rail corridor environments is considered a strong asset.
  • Knowledge of rail corridor access planning, flagging coordination, track access procedures, and operational requirements.
  • Experience preparing and managing access requests, permits, approvals, and stakeholder coordination activities.
  • Familiarity with Network Access Planning Tool (NAPT), RCAR processes, flagging requests, or similar rail access management systems is preferred.
  • Understanding of Metrolinx Work Planning Standards (WPS), Ground Disturbance Permits, and rail safety requirements is considered an asset.
  • Strong organizational, scheduling, and document management skills, with the ability to manage multiple projects and competing priorities simultaneously.
  • Excellent communication and stakeholder management skills, with experience working alongside municipalities, regulators, contractors, operations teams, and corridor owners.
  • Proficiency in Microsoft Office Suite, including Outlook, Excel, Word, and Teams.

Work Conditions:

  • Site based position in Markham and Scarborough, Ontario

Compensation

$76,500.00 - $102,000.00

This is the expected base pay range for this role. Individual base pay will be determined based on a variety of factors including experience, knowledge, skills, education and location.
