MAIN PURPOSE 

 The overall objective of this position is to support and strengthen procurement activities at country program level and projects supported by the ASU, while acting as a strategic, technical and operational link between the ASU and the Global Field Procurement function of the GPU.

The role fosters the adoption of procurement best practices and global standards, ensuring they are relevant, efficient and adapted to the operational realities of country programs and projects in Latin America.

RESPONSABILITIES

 

1. Front office support for mutualized and non-mutualized procurement in country programs (remote support)

• Provide strategic and technical support to country programs via Intersectional Procurement Managers (IPMs) or Operational Center (OC) supply teams at both regional and mission levels.
• Actively participate with the Supply coordinators, IPMs and supply cells/offices in the development of yearly procurement strategies for country programs in his portfolio and oversee their implementation.
• Develop awareness on procurement within OCs through stakeholders involved in field procurement.
• Actively participate in intersectional field procurement mutualization discussions and ensure proper governance setup at country program level.

      2.On-hand support for mutualized and non-mutualized procurement in country programs (based on demand)

• In coordination with OC procurement advisors, provide hands-on operational procurement support upon request, including needs assessment, market assessment, sourcing, negotiation, supplier performance monitoring, tools and training.

      3.Act as functional manager for field Intersectional Procurement Managers (IPMs)

• Provide technical and practical expertise during the recruitment and selection process of IPMs.
• Prepare the arrival of new IPMs by ensuring appropriate briefing of stakeholders at cell, regional and mission levels.
• Coordinate the onboarding of IPMs, including briefings, induction and on-the-job training.
• Support IPMs in developing and executing their roadmap of activities by providing guidance and helping remove roadblocks when needed.
• Act as functional Manager of the IPMs, serving as the link between IPMs, the ASU and GPU teams, and supporting smooth collaboration including HR matters, technical aspects and team integration.

      4.Contribute to the strengthening of processes and tools to support procurement activities at field level

• Identify gaps in current processes, tools and guidelines, and liaise with the global procurement processes and tools team regarding specific field needs.
• Accompany IPMs and Supply Teams at regional and mission levels in the use of global processes and tools and propose necessary adaptations when required.
• Foster the utilization of the Supplier Portal and e-Sourcing tools in the field, in coordination with the global procurement processes and tools team.

      5.Participate in the development and strengthening of the field procurement community

• Liaise between IPMs, Supply Teams at regional and mission levels, and available GPU resources (category experts, processes & systems team, learning & development, sustainable procurement, legal advisors, etc.).
• Provide regular updates to the procurement community on the advancement of the procurement roadmap in supported missions and projects.
• Encourage peer learning and the exchange of best practices and experiences among IPMs, Supply Teams and other working groups.
• Promote capacity-building initiatives through tailored learning activities such as training, workshops and other professional development opportunities.
• Improve and develop country and regional market intelligence within Latin America by producing documentation, guidelines and promoting relevant procurement initiatives.

PROFILE

REQUERIMENTS
Education or equivalent experience	Essential Bachelor’s degree in business, supply chain or a related field, ideally with a specialization in procurement or project management, or a combination of relevant education and professional experience
Experience	Essential  Minimum of 5 years of experience in procurement (direct and/or indirect spend), including data analysis, sourcing, complex negotiations and contracting. At least 3 years of field experience in procurement or supply chain roles with MSF or other NGOs is mandatory. Proven experience in people management is mandatory. Proven stakeholders’ management is essential.
Languages	Essential Spanish C1 English B2 Desirable French Portuguese
Knowledge	Essential Advanced proficiency in Excel is mandatory. Knowledge of regional markets, trade agreements, regulatory environments, and cross-border sourcing. Familiarity with procurement digital tools, supplier portals, and e-sourcing platforms. Experience in developing market intelligence, managing regional suppliers, supporting procurement transformation, and delivering training or capacity-building activities. Desirable Knowledge of sustainable procurement principles and procurement risk management would be an asset.
