Senior Business Analyst/ Application Migration Analyst

The Senior Business Analyst / Application Migration Analyst serves as the primary functional and technical liaison supporting application modernization, cloud migration planning, and business process transformation initiatives. This role combines business analysis, enterprise process improvement, application discovery, migration planning, stakeholder engagement, and system architecture assessment to support the analysis, modernization, and migration of enterprise applications supporting Foreign Military Sales (FMS) and Department of Defense (DoD) missions.

The successful candidate will identify, document, and analyze current-state business processes and application functionality; assess technical dependencies and integration points; develop migration strategies and courses of action (COAs); and support leadership decision-making through detailed analysis, recommendations, and project planning.

This position works closely with Government stakeholders, program leadership, business owners, technical teams, software developers, database administrators, and subject matter experts to ensure successful modernization and migration efforts.

· Responsibilities:

• Business Process Analysis & Requirements Development

• Lead discovery activities to document current-state (As-Is) and future-state (To-Be) business processes.

• Conduct stakeholder interviews, workshops, and working sessions to identify functional requirements and operational needs.

• Develop business, functional, information, and data requirements supporting enterprise applications.

• Analyze existing business processes and identify opportunities for improvement, automation, and modernization.

• Perform gap analyses between current and desired capabilities and provide recommendations for closing identified gaps.

• Create process maps, workflow diagrams, use cases, data flow diagrams, and operational models.

• Prepare and maintain documentation, reports, recommendations, and implementation strategies.

• Application Discovery & Technical Analysis

• Conduct detailed application discovery and analysis to identify system functionality, business processes, users, interfaces, and technical dependencies.

• Document application architectures, software frameworks, data flows, database structures, and integration points.

• Analyze application workflows to identify business rules, operational dependencies, and system interactions.

• Assess existing systems for modernization, migration, or cloud-hosting suitability.

• Identify and document application dependencies, third-party integrations, APIs, middleware, and database connections.

• Evaluate software components and associated technical risks during migration planning.

• Review application code and technical documentation to understand data usage, functionality, and dependencies.

• Demonstrate the ability to read and understand Java and .NET applications sufficiently to support migration analysis and dependency identification.

• Cloud Migration & Modernization Planning

• Support application modernization and cloud migration initiatives through assessment, planning, and execution support.

• Develop migration strategies, migration roadmaps, and implementation plans.

• Create and evaluate migration Courses of Action (COAs), including risk, cost, schedule, and technical considerations.
• Document recommendations regarding rehost, replatform, refactor, replace, or retire strategies.
• Develop detailed migration project plans, schedules, milestones, resource requirements, and critical path activities.

• Support cloud integration efforts and transition planning activities.

• Identify migration risks and mitigation strategies and communicate recommendations to leadership.

• Stakeholder Engagement & Leadership Support
• Serve as a primary customer interface and trusted advisor to Government and contractor leadership.
• Present findings, recommendations, migration strategies, and technical assessments to stakeholders at all levels.

• Facilitate decision-making sessions by providing analysis, risk assessments, and implementation recommendations.

• Develop executive-level briefings and reports supporting modernization and migration decisions.

• Coordinate project activities and communicate progress, issues, risks, and mitigation actions.

• Provide leadership with clear visibility into project status, schedules, dependencies, and resource requirements.

· Qualifications:

• Bachelor's degree in Business, Information Systems, Computer Science, Engineering, or related field.

• Minimum 8 years of experience in business analysis, requirements development, business process improvement, process modeling, enterprise architecture, systems analysis, or application modernization.

• Minimum 5 years supporting Department of Defense programs.
• Experience conducting business process discovery, requirements gathering, and stakeholder engagement activities.
• Experience developing process documentation, requirements documentation, flow diagrams, and technical reports.

• Experience supporting application modernization, application migration, or cloud migration initiatives.

• Experience conducting application discovery and dependency analysis.

• Experience documenting application architectures, integrations, and data flows.

• Experience identifying database dependencies, interfaces, third-party integrations, and system interconnections.

• Ability to analyze software applications and understand technical dependencies.

• Ability to read and interpret Java and .NET code sufficiently to identify functionality, dependencies, and data interactions.

• Strong analytical, research, problem-solving, and communication skills.

• Strong presentation and briefing skills with experience presenting to senior leadership and customers.
• Proficiency with Microsoft Office Suite and Microsoft Visio.
