What you'll do

  • Own the annual operating plan and rolling forecast process, partnering with business unit leaders to translate program performance into a company-level financial picture
  • Lead monthly and quarterly reforecasts and variance analysis against plan
  • Build, maintain, and defend the company's overhead, fringe, and G&A rate structure
  • Prepare the annual Incurred Cost Submission (ICE/ICS) and lead the company's participation in DCAA audits and business systems reviews
  • Maintain current knowledge of FAR, CAS, and DCAA/DCMA standards as they apply to cost accounting and billing
  • Lead the Program Control function, including oversight and mentoring of program financial analysts
  • Ensure accurate EAC development, funding and labor-charging reviews, burn-rate tracking, and monthly Program Management Review (PMR) reporting
  • Serve as the finance-side owner of the company's Unanet ERP platform in coordination with key stakeholders
  • Drive reporting automation and dashboard and BI development to reduce manual effort across the finance function
  • Support proposal pricing and forward pricing rate agreements (FPRAs), partnering with Pricing and Capture on cost volume development for new business and recompetes

  • 7-10+ years of progressive experience in FP&A or program control within U.S. government contracting
  • Direct experience with FFP, CPFF, CPIF, CPAF, and T&M contract types and their billing and EAC methodologies
  • Demonstrated experience managing indirect rate structures and DCAA incurred cost submissions
  • Working knowledge of FAR, CAS, and DCAA/DCMA audit processes
  • Advanced Excel proficiency and hands-on experience with Unanet or a comparable GovCon ERP such as Deltek Costpoint
  • Proven ability to mentor or manage finance analysts and communicate financial concepts clearly to program managers, Contracts teams, and executive leadership
  • Sound judgment and discretion when navigating rate defense and audit interactions
  • U.S. citizenship required
  • Bachelor's degree in Finance, Accounting, Business, or a related discipline

Nice to have

  • CPA, CDFM (Certified Defense Financial Manager), or PMP certification
  • Experience with EVMS (Earned Value Management System) on formally validated or informally applied programs
  • Familiarity with Power BI, Cognos, or Hyperion/SmartView for financial reporting
  • Prior experience at a GovCon of comparable or larger scale

ROLE & RESPONSIBILITIES

If you have spent years mastering the financial mechanics of government contracting and are ready to lead the function rather than support it, this is your next role. As Senior Manager of FP&A and Program Control, you will own everything from the annual operating plan and indirect rate structure to DCAA audit leadership, program control oversight, and proposal pricing support. You will mentor a team of program financial analysts, partner closely with executive and operational leadership, and shape how the finance function runs through reporting automation and ERP ownership. The work is complex, the ownership is real, and the impact is visible.
