BDV Solutions is seeking a Senior Manager, USCIS Operations to lead and oversee our USCIS team, ensuring the timely, accurate, and compliant processing of employment-based immigration cases while delivering an exceptional experience for clients and candidates.
The Senior Manager, USCIS Operations is responsible for providing leadership, management, and oversight of USCIS petitioning activities, including but not limited to Forms I-140, I-485, I-765, I-131, I-824, and I-290B. This role partners closely with internal stakeholders, employers, foreign nationals, and outside counsel to drive operational excellence, maintain compliance, and improve service delivery.
Reporting to the Senior Director of Visa Processing, this individual will oversee team performance, capacity planning, workflow optimization, escalations, and key business initiatives, including the transition of EB-3 legal representation from Envoy to Momentum Immigration. The ideal candidate is a highly organized leader with deep employment-based immigration experience, strong analytical skills, and a passion for developing teams and enhancing processes.

Responsibilities
As part of the Visa Processing leadership team, the Senior Manager, USCIS Operations will be accountable for the performance, compliance, efficiency, and development of the USCIS department.
USCIS Operations Leadership
Provide direct leadership and oversight of the Immigration Specialist Manager (ISM).
Support and guide a team of Senior Immigration Specialists, Immigration Specialists, and Immigration Coordinators.
Manage team capacity, workload balancing, and resource planning to ensure service levels are met.
Lead weekly operational reviews with the ISM to evaluate performance, priorities, and workflow.
Monitor departmental KPIs and drive accountability for team-wide results.
Partner with the Senior Director of Visa Processing to implement operational initiatives and strategic improvements.
Foster a culture of excellence, collaboration, accountability, and continuous improvement.
Client Experience & Case Management
Maintain high levels of client satisfaction through responsive communication and exceptional service.
Oversee client onboarding and ensure timely transfer of matters from outside counsel to Momentum Immigration.
Manage document collection, case readiness, and workflow progression.
Serve as an escalation point for employers, foreign nationals, and internal stakeholders.
Coordinate with legal partners to ensure smooth execution of immigration case strategies.
Handle client concerns and escalations through Intercom, phone, email, and other communication channels.
Compliance & Immigration Processing
Oversee USCIS-related filings, case progression, and compliance activities.
Ensure timely responses to Requests for Evidence (RFEs), Notices of Intent to Deny (NOIDs), Notices of Intent to Revoke (NOIRs), and other government requests.
Monitor application expiration dates and critical filing deadlines.
Oversee National Visa Center (NVC) requests, administrative processing matters, and U.S. Embassy or Consulate communications.
Ensure all immigration processes comply with company standards, government regulations, and legal requirements.
Partner with outside counsel to address complex immigration matters and case escalations.
Process Improvement & Business Operations
Identify and implement workflow enhancements to improve efficiency, scalability, and quality.
Review operational reports, case metrics, and productivity data to support decision-making.
Develop recommendations for improving immigration operations, systems, and client service delivery.
Leverage technology and automation to streamline case management processes.
Partner with Accounting to ensure timely payment of USCIS, NVC, and related filing fees.
Support special projects and strategic initiatives as assigned.
Team Development & Training
Coach, mentor, and develop the Immigration Specialist Manager.
Oversee onboarding, training, and professional development for USCIS team members.
Establish performance expectations and support career growth within the team.
Ensure consistency in procedures, quality standards, and case management practices.
Promote knowledge sharing and continuous learning across the department.
Regulatory Monitoring & Risk Management
Monitor changes in immigration laws, policies, procedures, and regulatory guidance.
Evaluate the potential impact of regulatory changes on operations, workflows, and client populations.
Partner with leadership and legal counsel to implement necessary operational adjustments.
Identify potential compliance risks and recommend mitigation strategies.

Qualifications
Minimum Requirements
Bachelor's degree required.
5+ years of experience in employment-based immigration, global mobility, or related immigration operations.
3+ years of leadership or people management experience.
Experience managing U.S. employment-based immigration filings and USCIS processes.
Experience working with immigration law firms, outside counsel, or third-party vendors.
Strong understanding of employment-based immigration workflows and case management.
Exceptional communication, organizational, and stakeholder management skills.
Strong analytical and problem-solving abilities.
Proven ability to manage multiple priorities in a deadline-driven environment.
Advanced proficiency with business applications, case management systems, and technology platforms.
Preferred Qualifications
Paralegal certification.
Experience managing large-scale immigration operations or case-processing teams.
Experience leading process improvement initiatives.
Experience working with employment-based immigrant visa programs.
Familiarity with workflow automation and operational reporting tools.
Experience managing client escalations and high-volume service environments.
