Senior Program Budget Analyst

***Must have an active DOE Q clearance or an active DOD Top Secret. Active, meaning the individual granted a clearance is briefed and currently occupies a position for which the clearance is required.***

Leidos is seeking a Senior Program and Budget Analyst to support the nation's nuclear deterrence mission with the National Nuclear Security Administration (NNSA) Office of Defense Programs, Production Modernization Office, and specifically the Plutonium Modernization program. This position requires an experienced professional with demonstrated expertise in Planning, Programming, Budgeting, and Execution/Evaluation (PPBE), gained through work with the federal and/or Department of Defense agencies. The successful candidate will also have experience supporting Federal Program Managers with the programmatic oversight and execution of work scope.

This is a full-time contractor position that is primarily remote, with travel to Albuquerque, NM, Washington, D.C., and other client-directed locations as needed.

In concert with the Federal Program Manager and other team members, responsibilities will include:

• Serve as a subject matter expert for the NNSA’s Plutonium Program Office, playing a key role in developing and managing annual pit production cost requirements in collaboration with the national laboratories and other stakeholders involved in pit production activities.
• Provide knowledge of national laboratories best practices to senior level executive leadership to implement new solutions and processes by leveraging the Department of Energy’s accounting budgetary tools and other institutional resources in support of the Plutonium program’s complex two-prong approach (Los Alamos National Laboratory and Savannah River Site) strategy and operations in support of achieving DoD’s pits per year requirement that has significant impact for the Nuclear Security Enterprise.
• Provide the Federal Program Manager with clear, concise, accurate and timely budget and program analyses and information to support programmatic decision-making processes and response to short-notice what-if inquiries from within NNSA, the Secretary of Energy, and other senior Departmental officials.
• Prepare program cost and budget documentation covering several budget fiscal years (current and future) which includes developing complex spreadsheets and program planning & budget briefings; drafting work authorizations, approved funding program documentation, and issue papers describing the projects, outcomes, and benefits for meeting national defense missions at the national security laboratories and nuclear weapon production facilities.
• Prepare financial inputs for implementation plans, program plans, Reports to Congress, and similar planning documents, as well as for broad NNSA Defense Programs documents (e.g., the Stockpile Stewardship and Management Plan).
• Analyze, format, and present budget justifications to senior Federal management and external organizations, such as Congress and the Office of Management and Budget.
• Provide program management and oversight support in the preparation, coordination, evaluation, review, and analysis of program execution plans and tracking, monitoring, and reporting of program-specific milestones, risks, and updates of annual performance measures.
• Assist Federal Program managers with tracking and facilitating programmatic action items and deliverables to ensure timely submissions that meet program needs and assist the program office in running more effectively.
• Provide expert knowledge and input to support non-budget deliverables (e.g., program briefings, program review meetings) as requested.

Required Qualifications:

• Active DOE Q or DOD Top secret clearance
• Bachelors’ degree in program management, finance-related, accounting, or science discipline with 12+ years of related program/budget analysis experience including in part such functions as project reporting, cost, and budget analysis, preparing work authorizations, and work packages or a Masters’ degree in program management, finance-related, accounting, or science discipline with 10+ years of related program/budget analysis experience including in part such functions as project reporting, cost, and budget analysis, preparing work authorizations, and work packages.
• Expertise with DOE or DOD planning, programming, budgeting, and evaluation (PPBE) systems, i.e., FormEX, CostEX, etc.
• Ability to work both independently and with a team to achieve objectives.
• Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive management.
• Ability to travel as business needs require.

Preferred Qualifications:

• Master’s degree in a related field from an accredited university.
• Staff experience in the military, government, or corporate enterprise and/or interagency experience.
• Nuclear weapon program experience.
• Knowledge of earned value management and program management/scheduling tools and techniques (Microsoft® Project, Primavera Project Planner ®, etc.).

Pay Range:

Pay Range $105,300.00 - $190,350.00
