Job Description: 

Job Summary

•    This role could be based in Singapore or Hong Kong. When you start the application process you will be presented with a drop down menu showing all countries, please ensure that you select a country where the role is based.
•    This is a senior leadership role for a seasoned professional providing technical expert-based assessments and support to the bank on a global group-wide basis. To provide the management of Wealth and Retail Banking (WRB) Clients with an independent assessment of the quality of specified portfolios, their risk governance and the degree of alignment between strategy and delivery. This will be achieved by evaluating a business’s effective risk management control on elements of Credit Risk.
•    Business Risk Assessment - to provide independent overview and assurance with regards balancing risk and return through objective assessment of the Portfolio Risk Profile, Governance and Risk Management Enablers (Skills, Infrastructure, data quality)
•    Portfolio Assessment - to undertake a detailed review of the credit quality, focusing on samples of individual credits, from origination, through to structuring, monitoring and report documentation to provide assurance of effective planning, communication, control and risk management.
•    Process Assessment - to provide independent assessment of the credit process and governance benchmarked against Portfolio Standards, Group Policies and Procedures, Risk Management Principles and Group values.

Key Responsibilities

Strategy
•    WRB Head Credit (Enterprise) Risk Review
•    Awareness and understanding of the Group’s business strategy and model appropriate to the role and the ability to assess in the reviews undertaken whether misalignments between strategy and stated risk appetite are occurring or are likely to occur.

Business
•    Understand and implement the strategic intent and collective agenda in WRB globally.
•    Good knowledge, awareness and understanding of the wider business, economic and market environment in which the Group operates in respect of the countries reviewed.
•    Maintain and develop personal risk capabilities and skills to meet ongoing needs and plans.

Processes
•    Ensure effective management of the operational risks within the Function and compliance with applicable internal policies, and external laws and regulations.
•    Contribute to the continuous improvement of the operational efficiency and effectiveness of the Enterprise Risk review's risk management processes.
•    Ensure that all work undertaken as a member of the Enterprise Risk Review function is delivered to the highest standards and within agreed budgets each year.
•    Contribute to the development and maintenance of work programmes which reflect the current business organisation and operating environment.
•    As directed to perform, support and lead the planning, fieldwork and reporting of Enterprise Risk Reviews engagements to deliver agreed objectives.
•    Where guest reviewers are employed by Enterprise Risk Review, encourage and develop teamwork, and provide technical coaching.
•    To identify and escalate significant issues, and ensure these issues are appropriately tracked and followed up.

People & Talent
•    Provide leadership by taking independent charge of risk reviews and in the process groom the risk review team members to handle senior stakeholders, hold round table meetings with the wider team including guest reviewers, identify strategic risk issues and write succinct reports.
•    Uphold and reinforce the independence of the Enterprise Risk Review team from those whose primary
responsibility is to maximise short-term revenues and profits.
•    Ensure the provision of ongoing training and development of the Enterprise Risk Review staff, and ensure that holders of all critical functions are suitably skilled and qualified for their roles.
•    Lead through example and build the appropriate culture and values within the Enterprise Risk Review function and across the wider organisation

Risk Management
•    Undertake a detailed review of the credit quality to provide assurance of effective planning, communication, control, and risk management.
•    Provide an independent assessment of the credit process and governance against the portfolio framework, Group Policies and Procedures, and Group values.
•    Execute the Enterprise Risk Review function for WRB and ensure that the programme of reviews is undertaken in accordance with the approved Terms of Reference for the function.
•    Ensure that reviews provide a combination of assurance and anticipation; that the reports and findings are accepted by the WRB business of the requirements of key external stakeholders in respect of risk management and ensure these are well understood.
•    Maintain an open and cooperative relationship in dealings with regulators.

Governance
•    Responsible for assessing the effectiveness of the business unit’s arrangements to deliver effective country level governance, oversight and controls in the business and if necessary to recommend changes in these areas
•    Awareness and understanding of the regulatory framework in which the Group operates, and the regulatory requirements and expectations relevant to the role. Responsible for delivering ‘effective governance’; capability to challenge fellow executives effectively; and willingness to work with any local regulators in an open and cooperative manner.

•    Display exemplary conduct and live by the Group’s Valued Behaviours and Code of Conduct.
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. •    Lead the team to achieve the outcomes set out in the Bank’s Conduct Principles: Fair Outcomes for Clients;
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Our Ideal Candidate

  • Preferably 15+ years' work experience in a Bank or Financial Institution. 
  • Market Knowledge, proven experience in a risk related function, including demonstrated success in a similar role. 
  • Regulatory Framework and Requirements: Awareness and understanding of the regulatory framework in which the firm operates, and the regulatory requirements and expectations relevant to the Enterprise Risk Review function.
  • Non-technical Skills: Good relationship management skills in a geographically diverse environment, and with key external stakeholders, high credibility with counterparts in the business, demonstrated understanding of and commitment to the Group's core values, excellent communication skills, ability to drive a change agenda.
  • Technical Skills: Experienced credit officer, reviewer/auditor or business person who is a deep SME (subject matter expert) in WRB, including credit and operational risk.
  • Credit Risk Management or higher level certification for consumer, private and Small and Medium Enterprise.
  • Education: Degree (Bachelor level) or equivalent professional qualification and experience at a senior level in 2 or more roles.
