Qualifications

• B.Sc. in Mechanical Engineering from a recognized university, or Diploma in Mechanical or Petroleum Engineering discipline, or equivalent plus relevant courses in Safety, Quality Control, and Construction.

Experience

• Minimum 12 years of experience supervising the fabrication and offshore hook-up of oil and gas production/wellhead topside and jackets, including construction work and material inspection, review and approval of construction method statements, and load-out activities.
• Robust experience in FEED and EPIC projects with strong capability to review and approve contractor deliverables.
• Computer literate with good communication and interpersonal skills.
• Excellent command of English (oral and written).
• Excellent knowledge of industry engineering standards, quality control, safety, and environmental awareness.
• Strong ability to interpret and review method statements, inspection and test plans, construction schedules, and drawings.
• Ability to identify potential bottlenecks/problems and suggest solutions.
• Experience supervising a multi-national and multi-cultural contractor workforce.

Key Responsibilities

• Responsible and accountable for the day-to-day construction/execution of structural, piping, and mechanical aspects of redevelopment projects to ensure compliance with approved scope of work, drawings, engineering design, and safety and environmental standards and specifications.
• Act as an interface between management, asset holders, contractors, and construction supervisors. Provide guidance to ensure all construction activities are executed according to approved method statements, project schedule, quality, and HSE requirements.
• Serve as site representative to manage structural, piping, and mechanical scope in fabrication yards, offshore installation and hook-up barges, brownfield modifications workboats, etc., to monitor, control, and report project progress.
• Focus on mechanical, structural, and piping disciplines with proven experience as client representative.
• Participate in all engineering workshops during FEED and EPIC phases.
• Participate in onshore fabrication activities and offshore hook-up campaigns as company representative for managing the structural, piping, and mechanical disciplines.
• Manage and guide the contractor during engineering, review, comment, and approve contractor deliverables in relevant design management systems.
• Attend engineering workshops such as constructability review, SIMOPS, schedule risk analysis, 3D model reviews, HAZOP, HAZDEM, lifting plan reviews, and provide input to ensure compliance with requirements.
• Ensure contractor executes fabrication, mechanical completion, load-out, and brownfield modification in offshore and onshore in accordance with requirements.
• Monitor, control, and report contractor's performance, manpower deployment, plant and equipment movements, and construction slippages.
• Act as the construction risk management representative to identify construction risk events, propose mitigation measures, and ensure implementation at site.
• Prepare daily, weekly, and monthly construction progress reports for assigned projects and verify contractor's progress statements for accuracy.
• Liaise with senior discipline engineers throughout all project phases for construction-related matters, including input during detailed engineering and procurement stages.
• Coordinate MCC walk-through, pre-commissioning, and commissioning activities with contractor, vendors, and end users.
• Maintain a daily record of progress, noting special comments. Report work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
• Monitor and control work permits to ensure contractor compliance with conditions fixed on consolidated work permits.
• Coordinate mobilisation and demobilisation of contractors, sub-contractors, and vendors to offshore sites following contract award.
• Interact and interface with other contractors, projects, and departments regularly to resolve all construction-related matters, especially liaison with production and maintenance departments.
• Participate in weekly and monthly HSE walkthroughs and monthly HSE audits.
• Support the development of new standards, specifications, guidelines, and enhancement of existing corporate documents.
