The Statewide Health Coordinating Council shall:- Assist the Statewide Health Planning and Development Agency (SHPDA) in the development of the Health Systems Plan (HSP);
- Review and make recommendations to the SHPDA on the HSP; and
- Make recommendations to the SHPDA on an application for a certificate of need.
The Health Systems Plan (HSP), issued every five (5) years and reviewed annually, guides health policy in the District by presenting data to:
- Articulate issues with respect to maintaining and improving the health of District of Columbia residents
- Demonstrate health care trends over multi-year periods
- Identify health needs of District of Columbia residents
- Identify needs of the health care delivery system
- Prioritize health care issues.

The Council shall be comprised of fifteen (15) members appointed as follows.Fourteen (14) public members appointed by the Mayor including the following:
- Four (4) consumers of health care services in the District who are not affiliated with any health care provider or facility
- Five (5) public members
- Two (2) representatives of incorporated associations of health care facilities in the District
- One (1) physician representing an incorporated association of professional physicians in the District
- One (1) nurse representing an incorporated association of professional nurses in the District
- One (1) representative of an incorporated association of the health care insurance industry in the District
The following government representative appointed by the Mayor:
- Department of Behavioral Health (DBH) designee
