Functional Description

Risk and Compliance is a global function that brings together all aspects of regulatory and financial crime risk management. Risk and Compliance (R&C) Assurance, as part of the Second Line of Defence (2LOD), provides independent Assurance on the design and operating effectiveness of the internal control environment to support HSBC in adherence to regulation, managing risk and achieving the desired conduct outcomes, in line with the Groups risk appetite, internal standards and applicable regulatory expectations. R&C Assurance builds stakeholders confidence in sustainable growth by delivering outcome-focused Assurance on emerging risks and regulatory priorities. Through open collaboration and constructive challenges, R&C Assurance provides clear actionable insights that help protect our customers and maintain regulatory excellence.

Reports To: SVP and Head of Compliance Assurance, HSBC Bank (Taiwan) Limited (HBTW)

Role Purpose

This role is within Risk and Compliance Assurance covered both RC / FC Assurance reviews and the role holder is responsible for ensuring a high quality, well co-ordinated, insightful and consistent approach to testing across Business and Infrastructure Globally. The role contributes to the global standardised Assurance approach, ensuring that it is aligned to the banks Risk Management Framework (RMF). The role holder is responsible for driving efficient and high-quality end-to-end assurance work over RC /FC risks and controls across Taiwan bank and group where applicable.

Job Contents

  • Key member of the Risk and Compliance Assurance/ FC Assurance team (Compliance Assurance HBTW will cover both RC and FC assurance reviews) ensuring that all standards, policies, procedures remain fit for purpose and subject to continuous assessment
  • Provide relevant subject matter expertise to and work with immediate team, in the identification of appropriate review scope and delivery of assurance activities
  • Inform Risk Owners, Control Owners and Risk Stewards of the design and operational effectiveness of the controls within their area of oversight and control
  • Proactively monitor and identify key in-country and regional emerging risks and/or trends to ensure ongoing development of the assurance programme to address them
  • Support the delivery of assurance reviews in line with the role and responsibility given in Assurance standard and RACI to ensure they are accurate and consistently of the right standards of quality and completeness to demonstrate the desired outcomes for HSBC and regulators
  • Ensure consistent reporting and escalation of issues identified through RC and FC Assurance activities in a timely manner
  • Operate within the RMF, aligning for example to risk assessment methodology and prioritization of risks, controls and issues

Qualification Requirement

  • Extensive knowledge of RC and FC risks and controls, with extensive experience in assurance or testing activities; Knowledge of financial services and able to demonstrate an understanding and appreciation of the challenges facing the global financial services industry and the changing regulatory landscape surrounding compliance organizations within the banking industry
  • Min 7 years experience in business, compliance or audit/risk within financial industry. Strong risk assessment, control and testing skills and preferably audit related experience; Clear understanding of regulatory and financial crime compliance risk within the global financial services industry
  • Excellent communicator with strong collaborative, inter-personal and influencing skills
  • Strong analytical, organisational, project management, and strategic and/or operational planning skills. Lateral thinker with an ability to interpret and solve complex issues; Capable of building positive and resilient partnerships with key senior stakeholders; Ability to manage conflicting priorities effectively and proven ability to meet challenging deadlines;Ability to exercise discretion, work independently within broad guidelines, tactfully handle sensitive and confidential data
  • Strong English language skills (written and spoken)

License

  • Qualification of (BUCO) (Pre-requiste)
  • Qualification of Securities senior business people (Pre-requiste)
  • Shall be fulfiled by year end.
