Hi, we're Oscar. We're hiring a Head of Network Recruiting to join our Provider Network team.

About the role:
As the Head of Network Recruiting, you will lead strategic provider sourcing. This effort will expand and improve the payer network, specifically driving the recruitment of non-anchor providers, Essential Community Providers (ECPs), and Federally Qualified Health Centers (FQHCs). You will directly support network adequacy standards, improves patient access, and improve overall network performance. This team also manages incoming provider participation requests and collaborates with Network Contracting, Network Strategy, and Market Leadership to build a compliant network that enables profitable member growth.
You will report into the Senior Vice President, Network & Provider Management
Work Location: This position is based in our New York office, requiring a hybrid work schedule with 3 days of in-office work per week. Thursdays are a required in-office day for team meetings and events, while your other two office days are flexible to suit your schedule. #LI-Hybrid
Pay Transparency: The base pay for this role is: $198,720 - $260,820 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program, company equity grants and annual performance bonuses.
Responsibilities:
- Architect and complete targeted network expansion strategies, leading end-to-end recruitment plans for non-anchor practitioners, medical groups, and ECPs/FQHCs to meet geographic growth and access goals.
- Monitor regional provider density and access metrics to prioritize and close any gaps to exceed state, federal (CMS) and product-level adequacy and accessibility standards.
- Partner with Network Contracting, Network Strategy, and Market Leadership to align provider recruitment targets with regulatory needs and broader commercial, ACA, or Medicare growth plans.
- Track and lead recruitment pipeline velocity and team productivity.
- Use network design analytics to monitor recruitment pipeline throughput, and address regulatory coverage gaps to improve the Provider Network.
- Build, mentor, and lead a high-performing team of network development professionals, sometimes including both employees and contractors, promoting a culture of accountability, operational thoughtfulness, and continuous improvement.
Requirements:
- Bachelor's degree in Healthcare Administration, Business Administration, Public Health, or a related field
- 12+ years of experience in healthcare industry
- 5+ years of progressive leadership experience in provider network development, network operations, or provider recruitment within a health plan, MSO, or health system.
- Experience engaging and contracting with community health centers, FQHCs, and independent provider groups.
- Demonstrated understanding of CMS and state-level network adequacy requirements and access-to-care standards.
- Experience managing multi-departmental workflows across contracting, legal, operations, and market leadership teams.
- Experience using network management platforms (e.g., Quest Analytics) and CRM tools to drive recruitment strategy.

Pay Transparency: Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
