Job Title: Procurement Senior Officer
Reports To: Site Procurement Manager
Location: On-site at client facility in Ho Chi Minh City, Vietnam
Employment Type: Full-time

Key Accountabilities

Reporting directly to the Site Procurement Manager, this role operates on-site at the client's manufacturing facility in Vietnam and manages the end-to-end procurement process for all Integrated Facilities Management (IFM) services and materials.

The Procurement Senior Officer holds full accountability for the complete vendor lifecycle—from vendor selection, competitive pricing analysis, and contract negotiation through service compliance verification, quality assurance, and payment reconciliation between client, JLL, and vendors. This includes onboarding vendors to JLL/client operational systems, managing cost efficiency, mitigating supply risks, and ensuring strict compliance with company policies and applicable regulations.

Success in this role requires deep understanding of building technical systems, cross-functional coordination capabilities, and direct client engagement.

This role requires:

• Self-reliance and independent problem-solving in a high-pressure manufacturing environment with minimal supervision

• Strong communication and negotiation skills to manage vendors and coordinate with internal teams and client stakeholders

• Sharp judgment and adaptability to handle diverse procurement requirements across multiple service categories and projects

• Proficiency in procurement platforms (vendor management, e-sourcing, purchase-to-pay systems) with high attention to detail and accuracy in all transactions and documentation

• Continuous focus on vendor performance management balancing cost, quality, compliance, and client satisfaction

 

 

Key Responsibilities

IFM Procurement Execution

• Execute procurement processes for services and materials related to building technical systems including HVAC, Electrical & UPS Systems, Process Utilities, I&C, Fire & Life Safety Systems, and other MEP systems
• Source, evaluate, and onboard technical service vendors/contractors, ensuring competitive quality and pricing
• Support contract negotiations and manage supplier terms and conditions
• Track and evaluate supplier performance against SLAs, escalating issues as needed

Vendor Lifecycle Management
• Manage end-to-end vendor operations from onboarding through performance monitoring and payment processing
• Maintain vendor documentation, contracts, and compliance records with high accuracy
• Execute purchase order creation, supplier follow-up, deliverables tracking, and invoice validation
• Ensure vendors understand and comply with JLL/client systems, processes, and IFM service requirements

Cross-Functional Coordination & Stakeholder Support
 • Coordinate with Operations, Engineering, Finance, EHS teams to gather procurement requirements and deliver solutions
• Support client engagement by preparing procurement updates and responding to service-related queries
• Build working relationships with vendors, internal teams, and client contacts

Cost Management & Process Compliance:
• Implement cost control measures and identify opportunities for savings within assigned categories
• Analyze spending patterns and support procurement strategy execution
• Ensure accurate costing in service quotations and validate pricing competitiveness before submission
• Process invoices accurately, reconcile payments between client, JLL, and vendors, and maintain audit-ready documentation

 

Requirements

Experience & Knowledge

• Minimum 5 years of procurement experience, preferably in facilities management, technical services, or MRO procurement

• Experience in manufacturing with focus on maintenance services and technical contractor management (preferred)

• Understanding of building technical systems (HVAC, Electrical, Fire & Life Safety, MEP) and maintenance/repair operations

• Proven track record managing vendor relationships, contract negotiations, and supplier performance

• Strong capability in cost analysis, process improvement, and procurement KPI achievement

• Experience maintaining organized procurement records to support audit requirements and compliance verification

Core Competencies

• High attention to detail and accuracy: Meticulous in vendor onboarding, contract documentation, invoice processing, and quality verification

• Market awareness and supplier evaluation: Stay informed on pricing trends and supplier capabilities; evaluate and select vendors by benchmarking costs, assessing technical capability and track record, and identifying risks to ensure competitive pricing and reliable service delivery

Soft Skills

• Strong ability to work independently with minimal supervision
• Excellent time management and ability to handle multiple procurement projects simultaneously
• Flexible and adaptable in fast-paced, dynamic manufacturing environments
• High sense of ownership, initiative, and proactive problem-solving approach

Education & Certifications

• Bachelor’s degree in Business Administration, Engineering, or related field
• Fluent in English (spoken and written)
