About this role
Our client is the scientific and operational division of a large Australian Government department, delivering a national program across geographically dispersed teams and sites.
Over the next two years, the Division will manage 16 concurrent projects involving organisational transformation, alongside a broader departmental restructure.
Together, these initiatives are increasing the scale, pace and complexity of change across the organisation.
The Opportunity
We’re seeking an experienced Organisational Change Manager for a contract engagement from mid-November 2026 to 30 June 2027.
You’ll take a whole-of-organisation view of a complex, interdependent change landscape and help the Division plan, communicate and navigate it, working directly with the Executive, SES and EL leaders.
You’ll have the chance to:
- Bring together 16 concurrent change initiatives into one integrated approach, with clear sequencing and priorities
- Provide direct advisory support to the Executive, with regular reporting on risks, pressure points and key decisions
- Deliver clear outcomes, including a Situational Report followed by an adaptive Transition Plan
- Build lasting change capability, leaving leaders better equipped to own and sustain change
- Choose your office base from Canberra, Kingston (TAS), Sydney, Melbourne, Brisbane or Perth
The Role
Acting as an adviser, enabler and connector across work areas, you will be:
- Developing a Situational Report covering change drivers and context
- Developing a non-linear, adaptive Transition Plan informed by the Situational Report, the department’s change management methodology and adaptive leadership principles
- Providing clear, practical advice to the Executive on priorities, sequencing, decision points and ongoing adaptation
- Facilitating dialogue across work areas to identify and manage dependencies, risks, competing demands and emerging issues
- Developing and supporting implementation of an integrated change communication plan that aligns messaging across concurrent initiatives
- Monitoring the progress and impact of change and provide regular integrated status reporting to the Executive
- Building the capability and confidence of the Executive and EL2 cohort to lead change through uncertainty and competing priorities
- Advising on fit-for-purpose governance and Project Management Office arrangements to coordinate change beyond the engagement.
The Ideal Person
You’re a senior organisational change practitioner who has led large-scale change in APS agencies or similarly complex environments.
You’re comfortable advising at Executive level and know how to build ownership in leaders rather than creating dependence on you.
You will bring the following skills and experience:
- Demonstrated experience leading large-scale organisational change initiatives in APS agencies and complex operating environments
- Assessing organisational readiness for change and navigating multiple concurrent, interdependent change processes.
- Strong stakeholder engagement skills across diverse and geographically dispersed teams, including at SES level
- Developing integrated change communication plans and executive-level status reporting
- Working knowledge of adaptive leadership principles and experience building leadership capability to sustain change
- Experience, skills and qualifications commensurate with Professional Contractor Work Level Standard 3
- Ability to obtain and maintain an NV1 security clearance
It’s also desirable if you have:
- Experience establishing or advising on governance and PMO arrangements for change portfolios
- A relevant qualification in change management, organisational development or a related discipline
Salary / Rate
- $140/hr – $150/hr + Super
- Contract running from mid-November 2026 through to 30 June 2027
- Offices based in Canberra, ACT, TAS, Sydney, Melbourne, Brisbane or Perth, with travel required as needed.
An NV1 security clearance is required for this role.
