About the role

The Procurement Engineer is responsible for managing the purchasing process for goods and services required by the organization. This includes sourcing suppliers and subcontractors, obtaining quotations, negotiating prices, issuing purchase orders, and coordinating deliveries in a timely and cost-effective manner while ensuring compliance with company policies and project requirements.

With increasing business demands, this job description outlines the core responsibilities and expectations of the Procurement Engineering role:
• Full Engagement in Procurement of Direct, Indirect, OPEX, CAPEX (if any) and Project Buyouts, ensuring alignment with business objectives.
• Manage and enhance supplier relationships to drive cost, quality, and on-time delivery performance.
• Strategic sourcing of best-in-cost suppliers required for the project or business needs.
• Support LEAN procurement processes to support operational efficiency.
• Collaborate across functions and regions to deliver value and commercial excellence.
• Contribute to cost-reduction initiatives through assigned projects.
• Identify and address supplier risks while ensuring compliance with company policies and ESG standards.
• Drive innovation through strategic supplier engagement.
• Utilize digital procurement tools to streamline workflow and improve efficiency.

For Procurement Activities & Project Procurement:

• Develop Procurement Plans for assigned projects.
•  Manage long lead items and critical sourcing packages.
• Participate in project kick-off meetings.
• Support risk mitigation for supply chain constraints.
• Process purchase requisitions into Requests for Quotation and Purchase Orders.
• Obtain and evaluate supplier quotations based on price, delivery, terms, and specifications while closely working with stakeholders.
• Perform commercial negotiations covering pricing, payment terms, liquidated damages, warranties, delivery schedules, and contractual deviations aligning to Sulzer Terms and Conditions.
• Participate in claim resolution and variation management with suppliers
• Prepare and issue purchase orders, ensuring all details are accurate, traceable, aligned with project or operational needs and in full company compliance.
• Support Sales for bidding work and strategic vendor positioning
• Conduct commercial evaluations while supporting technical evaluations in collaboration with Engineering and Project teams.
• Ensure supplier deviations, qualifications, and compliance with project specifications are relayed to the right stakeholders and answered in timely manner.
• Lead sourcing activities for engineered equipment, fabricated packages, and subcontracted services.
• Evaluate suppliers based on total cost of ownership, technical capability, manufacturing capacity, and project execution performance.
• Participate in supplier clarification meetings and technical discussions.

For Supplier Coordination:

• Liaise with vendors to ensure timely delivery and resolve any issues related to order fulfillment, pricing, or documentation.
• Maintain and update approved vendor lists (AVL) in the process and work closely with Meercat.
• Support vendor onboarding in case vendor is not In Meercat. Request support from Vendor Management team when required for Audit
• Coordinate supplier audits together with Quality and Engineering/ Audit teams

Related work experience

• Minimum 5-8 years procurement experience within EPC, Oil & Gas, Process Equipment, Chemical, Energy, or Industrial projects.
• Experience sourcing Key packages such as Heat Exchangers, Pressure Vessels, Pumps, Compressors, Fabricated Skids, E&I
• Exposure to engineering or technical procurement is an advantage
• Can communicate in English. Mandarin is an advantage.
• SAP procurement experience and willing to learn more on Digital Procurement
• Experience working in multinational and cross-functional environments.
• Proven track record in supplier negotiations and cost reduction initiatives.
• Experience with international sourcing and global supply chains.
• Familiarity with Incoterms, contract management, and commercial negotiations.

Formal education or equivalent

• Bachelor's Degree in Mechanical, Chemical, Electrical, Industrial Engineering, Supply Chain, or equivalent.

• Be familiar with national financial and economic laws and regulations, as well as the fundamentals of taxation, and understand basic accounting standards

• To participate and contribute to consultation process in health and safety related

activities, where applicable

• To report all ESH potential and actual incidents to line manager or site ESH manager
